Russia’s government announced today that it has lifted a ban on diesel oil exported by pipeline from ports, lifting most of the restrictions it imposed on 9/11. Instead, restrictions on gasoline exports remain in place.

Diesel oil exports are Russia’s largest petroleum products, about 35 million tons per year, of which nearly two-thirds are transported by pipeline. Russia also exported 4.8 million of gasoline in 2022.

“The government has lifted restrictions on the export of diesel fuel arriving at ports through pipelines, provided that at least 50% of the diesel fuel produced is sold in the domestic market,” the government said in a statement.

Restrictions on fuel exports from Russia, the world’s largest seaborne fuel exporter, just ahead of the United States, have supported global prices and forced some buyers to seek alternative sources of gasoline and diesel.

The government also raised export duties for fuel re-exporters to 50,000 rubles from 20,000 rubles a tonne and reinstated subsidies for oil refineries.
