The background with Orban
The anxiety over the outcome of the extraordinary Summit did not last long, as a compromise was reached early on with the Hungarian Prime Minister by adding a paragraph to the conclusions that foresees the possibility of convening a European Council in two years to review the implementation of the Multiannual Financial Framework which also includes the “Facility for Ukraine”. It was preceded by the multilateral meeting with Orbán convened by the president of the European Council, Charles Michel before the start of the Summit, which was attended by the leaders of Germany, France and Italy.
The Hungarian leader had angered his counterparts as, from the European Council in December until this morning, Budapest continued to put its own terms and conditions on saying yes to aid for Ukraine and had not shown the slightest hint of flexibility. Faced with the possibility of severe sanctions, even with the activation of Article 7 of the EU Treaties which provides for the deprivation of a vote in the Councils, Viktor Orbán lifted his objections and his blackmail at the start of today’s emergency Summit.
