This announcement, if it is finally valid, is the first sign of Moscow’s retreat into the crisis with the West, which began in late 2021.
However, during the joint press conference given by Vladimir Putin with the German Chancellor, Olaf Solz, after their meeting, the Russian President stressed that Russia does not want war and that key requirements have not been met by NATO.
