Two Russian servicemen accused of taking part in missile attacks on Ukraine’s electricity infrastructure
The International Criminal Court (ICC) issued an arrest warrant against two high-ranking Russian military commanders.
The two men are Admiral Viktor Sokolov, one-time commander of the Russian Black Sea Fleet, and Sergei Kobylasi, commander of the long-range aviation of the Russian armed forces.
They are accused of taking part in missile attacks against Ukraine’s electricity infrastructure.
The ICC says it had reason to believe the strikes targeted civilian assets and that the harm to civilians outweighed the military advantage.
In the past, Vladimir Putin has had an arrest warrant issued by the ICC, meaning that if he visits a country under the ICC’s jurisdiction, he would have to be arrested.
Ukraine has not signed the Rome Statute, but has granted the court jurisdiction to investigate war crimes committed on its territory.
Russia does not recognize the ICC, so it is unlikely to expel the commanders.
