A second explosion took place tonight in the city of Luhansk, in the self-proclaimed “democracy” of eastern Ukraine, the Russian news agency Tass reported, citing local authorities.
The bomber struck shortly after noon in front of a gas pipeline near the city.
There is no information on victims.

About 25,000 people have fled the self-proclaimed People’s Republic of Lugansk by their own means, while about 10,000 will leave by organized motorcades, said Yevgeny Katsavalov, Minister of Emergency Situations of the pro-Russian separatist authorities.
“About 25,000 people crossed the border (including Russia) in their own cars,” the official said, adding that “a convoy is being formed to evacuate about 10,000 people” by bus.
Pro-Russian separatists announced yesterday that they were evacuating civilians from war-torn areas of eastern Ukraine. The West sees in the unexpected development the pretext that Russia is looking for to invade the neighboring country.
