A multifaceted Russian campaign of manipulation of German, French, Italian and British politicians, businessmen, journalists and influencers
Russia’s unknown war in USA and Europe, with practices of defaming opponents and manipulating public opinion to sway support for Ukraine in its defensive war, the FBI has revealed. The US government on Wednesday indicted two Russian citizens and seized more than 30 online domains linked to a campaign to influence the US election, Politico reports.
But the trove of information filed in court by the FBI also revealed another “bombshell”: A multifaceted Russian manipulation campaign German, French, Italian and British politicians, businessmen, journalists and other people who influence public opinion in their countries.
The goal of the Kremlin’s campaign in Europe is to divide citizens, discredit America and undermine support for Ukraine, according to a series of Russian documents, memos and minutes from Russian psychological warfare meetings.
The documents were obtained by the FBI. The 277-page dossier details Russia’s plans to win the “heart” and “mind” of Europeans.
A memo from Russia’s “Social Planning Service” describes a plan to target people through real social media posts and comments to bypass anti-bot filters used by social media companies.

The Russian document states that the aim of the campaign is to “provoke public opinion with logic (such as “really, why do we need to help Ukraine?”) but also emotional (as “Americans are so old-fashioned!”) reactions.
Russian psychological warfare it also relied on so-called “doppelganger” sites to spread fake articles and content that appeared to come from authoritative Western media. These are news networks Reuters, Der Spiegel, Bild, Le Monde, Le Parisien, Welt, FAZ, Süddeutsche Zeitung, Delfi and others, and the fake sites were financed with cryptocurrencies such as bitcoin, according to the FBI.
Russian psychological warfare team recognized Germany as a particularly vulnerable target about Russian influence.
“The Germans are more dependent on the French,” says one of the Russian documents, possibly referring to Germany’s economic dependence on Russian gas and exports.
“First and foremost, we must discredit the US, Great Britain and NATO, and second, we must convince the Germans to oppose the ineffective policy of sanctions,” reads the internal Russian memo released by the FBI.
Another document from the Social Planning Agency describes an enterprise called “International Incitement to Conflict” specifically targeting France and Germany.
Its goal: “To escalate internal tensions… in order to advance the interests of the Russian Federation,” as well as “influence real conflicts and create artificial conflict situations” through fake articles, influencers, and targeted social media posts and comments networking.
The Russian document adds that the aim was to “destabilize the social situation” in France and Germany “spreading additional false narratives”, “fake videos, documents and recordings of phone conversations”, “comments on social media” and “fake and real quotes from influencers”.
