Moving or just visiting?

He also points out that Turkish foreign ministry officials have repeatedly stressed this week that Hamas members have been in Turkey since Israel sent them there as part of a 2011 prisoner swap deal. However, President Erdogan at the G20 summit maintained high tones against Israel stating that “the human cost of state terrorism perpetrated by Israel in our region with the support of Western powers is increasing day by day.”
