The Security Council appears to support the informal talks and to welcome not only their continuation but also their expansion
The first draft of the resolution to renew its mandate UNFICYP given to all its members Security Councilso that the necessary consultations can take place and all sides can make progress in order to secure a statement that represents their positions.
From the entire process, which is expected to end on January 31 with the -unanimous, according to the information from the UN so far- adoption of the resolution renewing the mandate of UNFICYP, it is clear that the Security Council appreciates the efforts of the UN Secretary General, but and his personal envoy, Maria Angela Holguin Cuellar.
Overall, the Security Council seems to support the informal talks and applaud not only their continuation, but also their expansion, so that they also include the guarantor powers (Greece, Turkey, the United Kingdom). At the same time, there seems to be a widespread perception of the necessity of confidence-building measures to avoid further alienation between the two communities.
According to information from non-permanent member states of the Security Council, the resolution will reaffirm the status of the Varosians and call again for the reversal of the steps taken from 2020 onwards. Efforts also seem to be made for more balanced reporting of the incidents in Pyla, but also to capture the reality of the installation of military surveillance measures.
At the same time, although immigration clearly does not fall under UNFICYP’s mandate, it seems that the resolution will contain the positive response of the Republic of Cyprus towards the humanitarian aid that the peacekeeping mission offered to migrants in the Dead Zone, as the latter cooperated with the Cypriot authorities.
In the closed briefings of the Security Council, all five permanent members (USA, China, Russia, France and the United States. Kingdom) they kept equal distances in the Cypriot. However, overall the Security Council reiterated its support for a just solution that would include a bicommunal, bizonal federation with political equality.
OR Russiaaccording to its Permanent Mission to the UN, supports the presence of UNFICYP in Cypruswith the aim of avoiding escalation, while treating it both as a necessary element of maintaining a peaceful climate, and as a condition for any dialogue. “Any change in the troop composition of the mission should take into account both the situation on the ground and the views of both sides. They should be calculated carefully and with the goal of a sustainable settlement in Cyprus in mind. Russia cautions against hasty decisions,” its Permanent Representation said.
According to information coming from delegations of permanent member states of the Security Council, the balanced attitude of permanent and non-permanent members continued during Security Council meetings away from the public eye. In them – it seems – Mr. Stewart (Envoy of the Security Council to Cyprus and head of UNFICYP) by promoting the need to maintain an “impartial” and “balanced” attitude, allegedly exceeded the limits on both current and historical issues, provoking the reaction of Greece, which as non-permanent member of the Security Council, it is recalled that he now participates in closed meetings and has a say.
Also, according to sources from the UN, in the closed briefings he referred to Mr. Stewart series of events in Green Linewhich are not mentioned in his reports, with him claiming that they did not happen.
