Request to “freeze” the sanctions against the Russian oligarch Roman Abramovichappears to have testified to Joe Biden by Ukrainian President Volodymyr Zelensky, according to a Wall Street Journal article

Earlier this month, US Treasury Department officials imposed a series of sanctions to punish Abramovich following Russia’s invasion of Ukraine.

When it came time to announce these sanctions, which were designed to apply in parallel with sanctions from the United Kingdom and the European Union, the White House National Security Council told the Treasury Department to stop. The reason: The President of Ukraine advised President Biden in a recent telephone conversation to wait for the imposition of sanctions on Abramovich.

Zelensky judged that the Russian tycoon could prove to be important ombudsman in the peace negotiations between Russia and Ukraine according to people who are well acquainted with the issue.

“We are not going to read private conversations between President Biden and President Zelensky,” said Emily Horn, a spokeswoman for the White House National Security Council.

The Ministry of Finance did not respond to a request for comment.
