The Ukrainian president said in a new speech that there would be a new package of sanctions against Russia, but that was “not enough”. Zelensky said the Russian leadership should be held accountable for the “killings” and “torture” of civilians in Bukhara. “I want all the leaders of the Russian Federation to see how their orders are carried out. These kinds of commands (…) And they have the responsibility together. “For these killings, the torture, for the hands cut off by the explosives (…) for the bullets fired at the neck,” Zelensky said, speaking first in Ukrainian and then in Russian, in his videotaped sermon.
He added that he approved the creation of a “special mechanism” to investigate all Russian “crimes” in Ukraine. This mechanism will help Ukraine and the world “to bring to justice those who caused or participated in any way in this horrible war against the Ukrainian people and the crimes against our people,” he explained.

Zelensky then went directly to the “Russian mothers” who, he said, had raised “kidnappers”, “executioners” who “lack every human element” and “deliberately and happily kill”.
Criticism of NATO
Zelensky criticized NATO’s “covert refusal” in 2008 to include Ukraine, which was due to “the irrational fear of some political officials” who thought that “rejecting Ukraine would weaken Russia.”
“In the 14 years since this miscalculation followed, Ukraine has experienced a revolution and eight years of war in Donbas and now (…) the worst war in Europe since World War II,” he said. “I urge Merkel and Sarkozy to visit Bouka and see what Russia’s policy of appeasement has led to,” he said.
But “let us not blame the West, let us not criticize anyone other than the Russian military (…) and those who gave them the orders,” Zelensky added immediately.
