The Commission has proposed a regulation to strengthen the protection of the European Union (EU) farmers under the EU-Mercosur Partnership Agreement (SESEM). The proposed security valves implement the guarantees provided to EU farmers in the framework of the legal proposal of SESEM, which was forwarded to the EU Member States by the Commission on September 3. In practice, they provide an additional level of certainty to EU farmers, in addition to the carefully weighted gradual application of targeted quotas agreed with Mercosur for imports in sensitive areas. In the unlikely case of unpredictable and harmful increase in imports by Mercosur or unjustified decrease in prices for EU producers, immediate and effective protection measures can be activated.
The proposal sets procedures for timely and effective implementation of bilateral security measures for agricultural products. It also includes specific provisions regarding some sensitive agricultural products (listed in the annex to the regulation), such as beef, poultry, rice, honey, eggs, garlic, ethanol and sugar.
Special provisions on sensitive products include enhanced supervision, clear activation mechanisms and rapid reaction.
