20 Russian airlines have been added to the EU flight safety list

The Commission has updated the EU flight safety list, ie the list of airlines subject to a ban or restriction within the European Union because they do not meet international safety standards.

After the update, 21 airlines certified in Russia included in the EU flight safety list. This reflects serious flight safety concerns due to the forced re-registration of foreign-owned aircraft by Russia, knowingly allowing them to operate without valid airworthiness certificates. This violates international aviation safety standards.

Transport Commissioner Antina Valean said: “The Russian Federal Aviation Administration has allowed Russian airlines to operate hundreds of foreign-owned aircraft without a valid certificate of airworthiness. These Russian airlines knowingly did so in violation of relevant international aviation safety standards. Not only is this a clear violation of the International Civil Aviation Convention (Chicago Convention), but it also poses an immediate threat to security. We live in the context of Russia’s unprovoked and unjustified military offensive against Ukraine. However, I want to make it clear that this decision is not another sanction against Russia; it has been taken solely for technical and security reasons. We do not confuse security with politics».

Following today’s update, a total of 117 airlines are banned from operating in the EU:

  • 90 airlines certified in 15 states[1]due to insufficient security oversight by the aviation authorities of those States;
  • 21 airlines certified in Russia, as well as 6 individual airlines from other countries, based on serious flight safety deficiencies identified: Avior Airlines (Venezuela), Blue Wing Airlines (Suriname), Iran Aseman Airlines (Iran), Iraqi Airways (Iraq), Med-View Airlines (Nigeria) and Air Zimbabwe (Zimbabwe).
  • Two other airlines are subject to operating restrictions and are only allowed to fly to the EU with certain types of aircraft: Iran Air (Iran) and Air Koryo (North Korea).

The update of the EU Flight Safety Schedule is based on the unanimous opinion of the Member States’ aviation security experts, who met by teleconference on 5 April 2022 under the auspices of the EU Flight Safety Committee. the support of the European Union Aviation Safety Agency. The list update is supported by the European Parliament’s Transport Committee. Decisions under the EU Flight Safety List are based on international safety standards, in particular those of the International Civil Aviation Organization.
