INSS has new rules for service at branches; see what they are

The face-to-face service at the INSS (National Social Security Institute) will have new rules from Monday (4). Among them are the minimum and maximum opening hours to the public, the right to be accompanied in medical examinations, the type of appointment according to the case of the insured, the requirements to deliver documents and the validity of the old ID to be attended.

The changes are in ordinance 1027, published in the Official Gazette this Wednesday (29). According to the document, the agencies must be open to the public for six hours a day, without interruption, from Monday to Friday, in accordance with regulations already made in August 2021.

The place must be open to the public from 7 am to 2 pm, and it can start from 8 am. However, the operation of each unit is 12 hours, from 6:30 am to 10 pm. Expertise and other internal appointments can be scheduled for the afternoon.

Another rule concerns the documentation that the insured can present to enter the agency. An official photo document is required and, for patients and people over 60 years of age, even if the ID is erased, the server must accept it.

Hearing-impaired insured persons are entitled to enter with a companion In other requests for the presence of a companion, especially during the social assessment, it will be up to the server responsible for the service to decide on the request.

Schedules

Service at Pension agencies is done by scheduling through Central 135 or Meu INSS. On the appointed day and time, the citizen will receive a password for the scheduled procedure. For cases that cannot be resolved in a reformed way or that are of greater complexity, the schedule must be “Specific Service”.

Specific service will be used in the following situations:

  • Impossibility of information or completion of the request through remote channels
  • When Central 135 cannot meet the demand and there is guidance for the operator to direct the interested party to attend the APS
  • Citizen’s knowledge regarding the need to register with CadÚnico;
  • Reactivation of BPC after CadÚnico update;
  • NTEP contestation request (Nexus Technical Social Security)
  • Resources that have companies (CNPJ) as applicants

Delivery of documents to the INSS

Article 24 of the ordinance establishes that the simple delivery of documents to comply with the requirement does not need a power of attorney if the insured’s representative is going to take the paperwork to the institute. However, if the representative needs to express himself on any point of compliance with a requirement determined by the INSS, he will need legal documentation.

In JAs (Administrative Justifications), proceedings in which, in general, the insured presents witnesses as evidence in proceedings, it will be necessary that, at the agency, an exclusive servant is designated for the service. In addition, when scheduling witness testimony, the server must inform whether it is by administrative or judicial determination.
