MPSP is the target of a complaint of moral harassment after the suicide of a server

On June 29, a 48-year-old legal analyst, a public servant of the MPSP (Public Ministry of the State of São Paulo), committed suicide at the agency’s headquarters, on Riachuelo Street, in the historic center of São Paulo.

A complaint made to the CNMP (National Council of the Public Ministry) on July 1, to which the Sheet had access, says that the server had depression and suggests that he suffered bullying at work.

“He was worried because on the same day another analyst had been fired for the sake of the public service and he, due to his illness, thought he would have the same end”, says the text. “He was also distressed that his request for removal to the Criminal Prosecutor’s Office had been denied.” The server worked at the Prosecutor’s Office for Habeas Corpus and Criminal Writs of Mandamus of the MP.

A servant heard by the Sheet, on condition of anonymity, stated that the Public Ministry promotes a deep distinction between civil servants and “members” (as prosecutors and prosecutors are called). According to her, it is common for civil servants, especially at the beginning of their careers, to be treated in a humiliating manner by those who are members. She didn’t know the victim, but she works in the same building.

After the pandemic, servers with less than two years of career need to work in person, according to her. But those with more time at home can do the hybrid scheme – however, the workload in this case is at least 20% higher. And the evaluation criteria, which allow you to advance in your career, are subjective: the employee needs to ask his superior for a “compliment”, he says.

“The servers constantly suffer moral harassment, without having anywhere to ask for support. Despite the existence of an internal commission, very few servers have the courage to report the facts, given the suspicion of the commission members, who are also servers It’s a vicious cycle installed, several servers with mental and physical health problems, work overload and intense pressure for productivity, with disproportionate criteria of personal evaluation”, says the complaint.

The text also informs that the work at the MPSP, on the day after the suicide, went on normally and that the colleagues of the dead server had to work smelling the formaldehyde used to clean the environment. “Not even a day of mourning has the institution offered to colleagues in honor of the server who, after years of career, wanted to integrate the membership boards!”, says the complaint.

On Thursday (14), however, 16 days after the suicide, the MPSP promoted an ecumenical service in the parking lot of the headquarters, in memory of the server. Activities at the agency were suspended for an hour. The cult was promoted in partnership with APMP (Paulista Association of the Public Ministry), AAJUMP (Association of Legal Assistants of the Public Ministry of the State of São Paulo) and Sindsemp-SP (Union of Public Ministry Servers of the State of São Paulo ).

The servant heard by Sheet says that everyone at the MPSP headquarters was outraged by the institution’s attitude – which possibly only marked the ecumenical cult after having suffered pressure, being denounced to the CNMP. According to her, if the case had occurred in a company, the Public Ministry of Labor would be ready to investigate the working conditions that led to this outcome.

Questioned by the report, the MPSP said he regretted “the sad episode” last month, and expressed “condolences to the family and friends of the server, whose functional file was impeccable, therefore, there is no obstacle to his career development.”

In a statement, the agency informed that the well-being of members and civil servants is a central concern of the current administration and, last year, the Attorney General’s Office “promoted a broad administrative reform in the institution, transforming the Human Resources Center into the People Management Center.”

In this sense, lectures are held every month in the Espaço Acolhimento program, addressing issues that affect MPSP employees. The Escola Superior do Ministério Público also started to include subjects such as “Conflict Management, “Non-Violent Communication” and “Emotional Intelligence” in its refresher courses.

“It is also worth mentioning that our Department of Health is already working on a new project aimed at mental health, whose launch is scheduled for September and will reinforce the programs in progress. The MPSP has professionals in the areas of psychiatry and psychology. be activated, even remotely, by all members who need assistance”, says the note.

The body reiterates that there is no distinction between servers and members, that the functional rise of servers takes into account objective criteria, such as continuing education in the area of ​​their specialty. “All are treated under the aegis of parity, as attested by Resolution 1068/18, which started to name the prosecutors, prosecutors and servants who make up the Public Ministry by a common designation: members”, says the note.

“Episodes in which this principle is found to be disregarded are promptly repaired. For this, the institution has channels for receiving reports of moral harassment, including anonymous ones, and it also has a Conflict Prevention and Resolution Chamber, in which the through dialogue restores the atmosphere of honesty that presides over interpersonal relationships in the institution”, he informed.
