The announcement of the Ministry of Labor on the new tool with financial benefit for the unemployed and employed
New tool with significant financial benefit to upgrade their skills are now being acquired by unemployed and employed people, as the Ministry of Labor and Social Affairs states in its announcement.
It’s about him Individual Skills Account (A.L.DE.), established by Law 4921/2022 “Jobs Again”. The Individual Skills Account will be a digital tool in the hands of every citizen to record both their existing skills and those they will acquire from the training and skills upgrading programs in which they will participate.
Already, with a Joint Ministerial Decision, signed by the Ministers of Labor and Social Affairs, Kostis Hatzidakis and Finance, Christos Staikouras, following a relevant unanimous recommendation of the National Human Resources Skills Council of the Public Employment Service (DYPA), it was defined that the value of professional rights training, which will be granted, through the Individual Skills Accounts, to the unemployed and employed beneficiaries, will be a maximum of 1,500 euros.
In particular, the Individual Skills Account:
– Records the existing skills and those acquired by the citizen from the training and skills upgrading programs in which he participates.
– Gives employed and unemployed people a budget to spend on training to improve their skills and employability.
– It enables citizens to prove the skills they possess, based on a CV, previous professional experience, participation in training, etc. and for the state to train its human resources in a targeted and efficient manner in the skills that the labor market really needs.
As pointed out in the announcement, beneficiaries of the A.LD.E., during the first phase of the system’s implementation, are unemployed people registered in the DYPA Unemployment Register and employed under a dependent labor contract.
According to the KYA, the maximum amount of 1,500 euros is broken down into:
– 1,100 euros, which is the fixed amount, which is provided to all beneficiaries, regardless of social criteria,
– up to 400 euros, which is the variable amount, which will be granted on the basis of social criteria (gender, age, special groups) and corresponding weighting factors determined by the Official Gazette 69943 (Government Gazette 3943 B’, 25-7-2022) of the Ministers of Labor and Social Affairs and State. In this way, women, young people aged 18-29 and population groups facing greater barriers to entry into the labor market (eg people with disabilities) are given a premium in terms of skills rights.
According to the same decision, during the first phase of implementation of the A.L.E., the beneficiary must redeem his monetary/credit units exclusively for consulting and/or training and/or certification services from providers belonging to the Register of Eligible Providers Subsidized Continuing Professional Training of DYPA within six months from the crediting of the A.L.DE. of.
It is noted that, according to the current framework, participation in subsidized programs takes place until the amounts of money corresponding to the trainee are exhausted, according to their individual skills account. There is also a special limitation: the trainee can be trained in the same subject more than once, only if two years pass between one and the other training in this subject.
Finally, preparations for the implementation of the special digital portal, through which they will acquire interested parties access to the individual skills account.
