Knowing the style of collection of the examining board is one of the main recommendations of teachers of preparatory courses for candidates for public competitions. The INSS (National Institute of Social Security), the Senate and the Internal Revenue Service have already confirmed the organizations responsible for the selection processes, enabling better preparation by candidates.
The FGV (Fundação Getúlio Vargas) was confirmed for the contests of the Senate and the Federal Revenue, and Cebraspe for the selection of the INSS. Each bank has a characteristic style of collection and evaluation.
How to prepare for the Senate and Federal Revenue Service exams, with FGV banking?
FGV was the organizing committee of the last Federal Senate contest, in 2012. Despite this, Arthur Lima, one of the founding partners of the Contest Directorate and former auditor of the Federal Revenue, does not recommend studying through this test. “As it’s been a while, we can’t even say it’s the same bank.”
“We’ve been recommending students not to worry so much about staying during the preparation phase, solving the test questions back in 2012, it’s much more important to work on more recent FGV test questions”, he explains.
In the case of the Revenue, the previous contests were carried out by Esaf (Escola de Administração Fazendária), extinct in 2019.
Lima says that FGV has a well-known exam style in subjects such as the Portuguese language, with a very high level of demand. In addition, there are many recent issues in subjects such as constitutional law, administrative law and logical reasoning that can be used for training.
However, he says that the IRS and the Senate charge content that does not usually appear in other tests. “In the case of the Senate, the best example of this is the collection of the internal regulations of the Federal Senate and the common regulations of Congress. In the case of the Federal Revenue, customs legislation, federal tax legislation and international trade practically only fall within its contest.”
For such disciplines, the specialist emphasizes the importance of reinforcing theoretical knowledge and, if possible, working on new issues. “Some teachers, ourselves from the Direction, have prepared unprecedented questions so that the candidate can exercise and have an idea of ​​how the content can be charged.”
Fernando Mesquita, professor specializing in learning techniques at Gran Cursos online, says that FGV questions are always multiple choice, with five alternatives, and that solving previous questions, getting used to the extension of FGV’s statements, is a challenge that benefits the candidates.
He recommends doing simulations to train test time and organization, in addition to creating the practice of, whenever possible, skipping long texts and resorting to them only if essential to answer the question.
The professor also says that the written test is usually very relevant to FGV, reaching the point of equaling or even surpassing the points foreseen for the objective test. He predicts that it should not be different in the IRS contest, with the possibility of having discursive questions, case studies or opinions.
“While the public notice is not published, the candidate can train with 20-line questions on the topics in which he has difficulty. The candidate himself can elaborate his themes after seeing how they were charged in previous tests”, he says.
The IRS informed that it does not comment on rules or acts not yet published.
How to study for the INSS contest, with a Cebraspe bank?
Cebraspe (formerly Cespe/UnB), which will make the selection, is known to the public preparing for the INSS contest, as it was the panel in the last two editions of the body. “There is a very large universe of recent issues at Cebraspe for the training of our students”, says Arthur Lima, one of the founding partners of the Contest Directorate and a former auditor of the Federal Revenue Service.
Fernanda Helene, a lawyer specializing in social security law and professor at AlfaCon, reports that 70 of the test questions are expected to address social security, and 15, Portuguese, but that is not why the candidate should stop studying all subjects : “This score, alone, will not be enough for the candidate’s approval, due to the history of high cut grade”, he explains.
As for the test model, there will be 120 multiple-choice questions, with alternatives that must be classified as right or wrong and errors canceling out correct answers.
“The bank does this to penalize the kick and favor the candidates’ certainties. This means that the response estimate, the famous ‘kick’, which will probably always happen, must be done carefully and not randomly”, says Mesquita.
Lima points out that this type of question also makes it difficult to get right by elimination, in which the candidate does not necessarily know the correct answer, but manages to find it by recognizing that the others are wrong.

Organization of vacancies
Lima says that the INSS notice, published this Thursday (15th), surprised because of changes in the organization of vacancies. In the previous contest, the candidate chose to run for a particular INSS agency; now, he is running for executive management in charge of a range of agencies.
“Once approved, and in order of classification, candidates will be able to choose among the available positions within the agencies that respond to that management”, he explains. Lima says that the change is positive, as the candidate will compete for a greater number of vacancies in a given location.
Graduation course
Another important change, according to Lima, was the introduction of the training course as a stage of the competition, assuming a qualifying nature. “It means that candidates will have to study a lot during the training course to pass a good test in the training course too and with that to gain positions or, at least, not lose positions during the training course.”
He says that this test should be even more complete, with 120 right and wrong questions and two discursive questions, each with 15 lines. “This point scares many candidates, as many have difficulty with writing.”
Mesquita emphasizes the importance of this issue. “Many candidates are worried about the course, but the main concern of it should be the writing part for people who don’t write well.”

Lima recommends caution to black candidates at the time of self-declaration. He explains that the candidate should consider their physical appearance, not genetic lineage and family relationships.
If the evaluation committee does not identify the interested party as black, it can understand it as a mistake on the part of the candidate and allow him or her to compete for the vacancies of wide competition, or understand that the statement was false.
“If the committee unanimously understands that that candidate falsely declared that he was black, the tender notice is saying that the case will be sent to the police authorities, then the candidate may suffer some consequences in relation to this”, warns Lima.
