Panel SA: Decree will open private airports for scheduled commercial flights

The Ministry of Infrastructure awaits the signing of a decree by President Jair Bolsonaro in the coming days, the text of which releases regular commercial flights, such as those of Gol, Latam and Azul, at private airports.

According to the Ministry of Civil Aviation’s Secretary, Ronei Glanzmann, in a first step, airports such as São Paulo Catarina, in the interior of São Paulo, will be allowed to be used for alternate, charter and charter flights. Today, airfields of this type can only be explored by executive aviation (jets).

“Airlines were waiting for this measure because they are very interested in the cost savings that will be generated with the possibility of landing at private airports neighboring the capitals, the so-called alternate flights, when the destination airport is closed”, said Glanzmann.

Catarina, a luxury development of the JHSF group that recently received the jet from billionaire Elon Musk, can be used for landings in cases of closure of Congonhas or Guarulhos airports, in São Paulo, due to adverse weather conditions, in general.

Other private airports in the country may benefit from the measure, such as Antares, which is being built in Goiânia (GO), and Coroa do Avião, in Recife (CE).

The measure rekindled the appetite of the CCR group, which intends to build a third airport near São Paulo, an investment of approximately R$12 billion, according to Glanzman.

The project, known as Nasp, will serve as an alternative if there are problems with landing and taking off in Guarulhos and Congonhas, in São Paulo, or even Viracopos, in Campinas, in the interior of the state.

Pathways to market opening

However, the decree must impose a deadline for fully private airports to receive regular flights from the companies, outside the hypothesis of closing runways due to weather and operational conditions.

Anac (National Civil Aviation Agency) wanted there to be no more barriers to regular flights at private airports.

Under pressure from the airport concessionaires, the Ministry of Infrastructure proposed a period of three years for the complete opening. The Civil House, however, must release the measure with a period of five years.

According to Glanzmann, only the opening of these airfields for alternate flights will allow fuel savings, an item that has been making operations more expensive due to the price of the input, especially for the capital of São Paulo.

“Every plane needs to leave with about a thousand liters more, foreseeing the possibility of closing the destination airport. On flights to São Paulo, the extra fuel required must guarantee the change of landing to Belo Horizonte (MG), Ribeirão Preto (SP) ) or Curitiba (PR), common places of alternation.With the new measure, at least ten flights will be able to go to Catarina, in the city of São Roque, about 30 km from São Paulo,’ said the secretary.
