It would be good IDB to postpone presidential election to wait for the new government to be nominated, says Gleisi

The PT president, Gleisi Hoffmann, said this Friday (11) that she thinks it is “good manners” for the IDB (Inter-American Development Bank) to postpone the presidential elections to await a name indicated by the government of Luiz Inácio Lula da Silva.

The statements were given in the auditorium of the CCBB (Centro Cultural Banco do Brasil), seat of the transitional government.

Gleisi was asked whether former Minister Guido Mantega (Finance) had contacted countries such as the United States, Chile, Colombia and Argentina to ask for the postponement of the election for the presidency of the IDB. Mantega is part of the technical group responsible for planning, budgeting and management in the transition team.

Gleisi said he was unaware of the information. “I didn’t talk to Guido and I don’t know if he did it,” he said, adding that there was no guidance from the transition team in that regard.

“We don’t guide them, but I would think it’s good manners for them to delay,” he said shortly afterwards. “We have a government that has been elected now. There is no reason not to wait for the government to take office to be able to nominate.”

The election for the presidency of the IDB is scheduled for November 20. The new president of the bank will replace Maurice Claver-Carone, removed from office after a scandal involving an investigation into his relationship with a subordinate.

On October 24, before the second round of elections, the Ministry of Economy nominated former Central Bank President Ilan Goldfajn as Brazil’s candidate in the race.

“In a public note, [o ministro da Economia, Paulo] Guedes says that the candidate has a wide and successful professional experience in the public sector, in multilateral organizations and in the private sector, in addition to a solid academic background, which qualify him for the position of president of the institution.

Goldfajn is currently Director of the Western Hemisphere Department of the IMF (International Monetary Fund). He was president of the Brazilian Central Bank between 2016 and 2019, during the government of Michel Temer, and director of Economic Policy at the agency between 2000 and 2003.

If approved, Goldfajn will be the first Brazilian in charge of the institution, which finances projects in Latin America. However, there is an assessment that Lula’s victory made the scenario more adverse for the nomination. The countries in the region are more aligned to the left, which can generate resistance to a name presented by the government of Jair Bolsonaro (PL).

Brazil had another opportunity to nominate someone for the presidency, in 2020, but withdrew after then-US President Donald Trump directly asked Bolsonaro to support Carone. At the time, Marcos Troyjo (now at Novo Banco do Desenvolvimento) and banker Rodrigo Xavier were quoted.
