Political pressure for more vacancies in regulatory agencies increased the number of seats on Antaq’s board. The board of the National Agency for Waterway Transport increased from three to five members.
Initially, the restructuring was presented to the agency’s president, Eduardo Nery, with a budget cut: he would have to cut a superintendence, which would compromise the development of processes.
In the face of resistance, two new vacancies were created on the board and the Senate and the House made the nominations. The expansion will be financed with an increase in personnel expenses and the superintendence has been preserved.
The mayor, Arthur Lira (PP-AL), nominated Caio Farias for one of the vacancies. He is the son of PC Farias, former treasurer of Fernando Collor de Mello’s campaign. The president of the Senate appointed the former grant superintendent, Alber Vasconcellos.
This arrangement took place with the mediation of the Ministries of Economy and Infrastructure which, with the expansion of the board of Antaq, managed to unlock the nomination of Vice Admiral Wilson Pereira de Lima Filho for another vacancy (the third) that was open.
Lima was nominated by President Jair Bolsonaro himself months before, but the name was stopped in Congress pending the restructuring of Antaq.
With the departure of TarcÃsio de Freitas from the Ministry of Infrastructure to run for governor of São Paulo, the president of the Senate managed to bar the government’s nominations at ANTT (National Land Transport Agency). Davi Barreto, appointed by TarcÃsio, would be president, but was passed over. He led the process of opening the interstate transport market, but lost strength.
The matter is locked in the office of TCU minister Antonio Anastasia, who, according to interlocutors, is evaluating the overthrow of an ordinance that opens the sector to companies like Buser and others, which operate through applications.
