By PEC, Lula enters the field with a trip to Brasilia this Monday

President Luiz Inácio Lula da Silva (PT) will go to Brasília next Monday (28) to discuss with Congress the format of the PEC (proposed amendment to the Constitution) of the Transition, which aims to make room in the spending ceiling to fund expenses such as Bolsa Família.

The information was given late this Friday afternoon (25) by the president of the PT, Gleisi Hoffmann, after a meeting with Lula at his home in São Paulo. Senator Jaques Wagner, chosen by the party to articulate the proposal’s policy with the Legislature, was also present.

Gleisi also stated that Lula will insist on the PEC, the design of which will depend on conversations with Congressional leaders — the Legislative’s resistance to the proposal has been pressuring the party to detail a plan B, such as opening extraordinary credit.

“He [Lula] he will be there from Monday, he wants to hold several meetings with the parties and the benches, he wants to talk again with the presidents of the Chamber and of the Senate. He must stay in Brasília from Monday to Friday to hold these conversations and for us to also forward the PEC”, said the PT president.

She said that the trip to Brasília will focus on discussions about the PEC and not on defining names for the ministry. For this, there will be discussions with the parties and also with some economists.

“The line is that: we need to have fiscal space to honor with Bolsa Família, with children from one to six years old. In short, with the proposals that we debated during the campaign. All that we are discussing in relation to the PEC was approved by 100% of the Brazilian electorate. Who voted for President Lula and also who voted for Bolsonaro.”

Asked about the possibility of another solution to make the BRL 600 Bolsa Família viable that is not via PEC, Gleisi said that the president wants to insist on the path of politics and that the National Congress will have the sensitivity to take the proposal forward.

She minimized the government’s difficulties in discussions on the proposal and said that everything is a matter of adjusting conversations. “Perhaps the way in which the process was started was dissatisfying. We have to talk, and I think we will have a good result in this process.”

The transition team is betting on the approval of the PEC to make it possible to pay the Bolsa Família program outside the spending ceiling. The PT wants at least R$175 billion in licenses to spend to finance the program, in addition to another R$23 billion for investments. In addition to the amount approved outside the ceiling, the shortfall already foreseen for the year is around R$ 63 billion.

One of the points that hold back the proposal is the duration of this exceptional character. The PT initially defended that this model would be permanently valid and has already admitted to retreating to the four years of Lula’s mandate.
