Full speed ahead for the third tranche of the European Recovery Fund

Conference at the Benaki museum regarding the implementation of the National Reconstruction Plan

In a short time, at approximately 09:00, the Ministry of Finance and the European Commission in collaboration with IOBE are organizing a conference at the Benaki museum regarding the progress of the implementation of the National Reconstruction Plan.

The country received on Friday the pre-approval for the disbursement of the 2nd tranche of 3.6 billion euros (1.72 billion euros in subsidies and 1.84 billion euros in loans), one of the fastest in Europe and has already set the stage for the implementation of the prerequisites of the 3rd tranche of 1.7 billion euros.

The 45 milestones to be met cover a range of areas such as taxation, energy, environment, project procurement and new technologies.

From the list stand out:

Taxation

New framework to combat smuggling, mainly for products subject to excise duties (tobacco, alcohol and energy). According to the plan drawn up by March 2023, circulars will be issued that will come into force regarding the preparation of a new integrated system that will support the control process by monitoring customs transactions and procedures in real time. This system will operate with the aim of better and faster targeting of the prosecuting customs services with centralized supervision and at the points of high interest.

Energy – Environment

– Announcement of the 2nd and 3rd round of energy savings for energy-poor homes.

-Preparation of urban plans in accordance with the urban reform. It foresees the preparation of local, special and independent plans for the demarcation of settlements and for the designation of municipal streets.

-Approval by the Ministry of Environment and Energy of at least 300 plans to be submitted by local authorities for the installation of publicly available charging points for electric vehicles.

– Issuance of legislation on waste management and the implementation of sustainable landfill and recycling.

Jobs

-Awarding a contract for work information systems. Completion of the awarding of contracts, among others, for a single information system for monitoring the labor market (ARIADNI), Health and Safety at the workplace (IRIDANOS), the procedure for determining the legal minimum wage, digitalization of the insurance history of the Unified Pension Fund (e-EFKA and upgrade of the digital pension awarding system (ATLAS)

-Reform in the fields of mental health and addictions. Establishment and full operation of 50 Mental Health Units (implementation through renovation of existing units) with the support of the National Strategic Plan for Mental Health Support (from a total of 106 Mental Health Units).

Infrastructure

– Fiber optic infrastructures in buildings. Award of the contract(s) following successful completion of the tendering process.

– Digitization of files and related services. Award of the contracts for the Digitization of the records of the justice system, the public health system, the General Archives of the State, the immigration and asylum system, expropriations, urban planning services, the Land Registry, the Land Registry, maritime affairs. Also of the sub-project on secure storage in the public domain and the ‘wider’ public domain

– Revision of judicial map in terms of administrative justice and initiation of tendering procedures for Construction and renovation of court buildings.

In total, 440 projects with a total amount of 13.7 billion euros have so far been included in the National Recovery Plan. In the loan section, 224 projects have been submitted that are in different stages of consideration for a budget of 8.44 billion euros.
