Panel SA: Restaurants complain about Bolsonaro’s final measure that harms bar and snack bar

Published this Monday (2) in the Official Gazette of the Union, one of the last measures of the Bolsonaro government bothered the bar and restaurant sector.

This is an ordinance that listed the CNAE (National Classification of Economic Activities) codes of establishments that can benefit from the tax exemption provided for by Perse (Emergency Program for Recovery of the Events Sector).

The problem is that, although restaurants appear on the list of one of the ordinance’s annexes, snack bars and bars were left out.

The ordinance was signed by Marcelo Guaranys, Paulo Guedes’ number two in the defunct Ministry of Economy.

Abrasel (association of bars and restaurants) says it will demonstrate against the measure.

Last year’s law provides that companies may be exempt from federal taxes (PIS, Cofins, IRPJ and CSLL) for five years. An ordinance by the PGFN (Attorney General of the National Treasury), however, limited the benefit to those registered with the Cadastur until the date of publication of the law, in May 2021.

“He chose part of the sector that deserves to be contemplated and the part that deserves not to be [beneficiada]. I don’t know what went through his head [Paulo Guedes]. He promised us to lift the Cadastur restrictions. He said he was going to do it, he didn’t do it and even gave this late Christmas present “, says Paulo Solmucci, president of Abrasel.

The organization says it expects the new ordinance to be reviewed by Lula or overturned by Congress.
