A study by the Government of São Paulo points out that the biggest beneficiaries of the new salary of Governor Tarcísio de Freitas (Republicans) will be the employees of the Treasury Secretariat.
The increase, from R$23,000 to R$34,000 per month, was approved by São Paulo deputies last month. The total budget impact will be R$ 1.7 billion for the public coffers and affects only 18,000 employees, the elite of São Paulo’s civil service.
In the case of State Revenue tax auditors, the increases reach R$414 million for active servants, R$451 million for retirees and R$210 million for pensioners —a little over 60% of the total impact.
In addition to the governor, the lieutenant governor, state secretaries, secretariat technicians, high-ranking officials in the Military Police and heads of municipalities will receive readjustments.
Sefaz, where auditors work, leads the ranking of raises, with R$ 1.1 billion a year. The Public Security Secretariat will be the second largest salary expense in the government, with an increase of R$ 124 million, followed by the general administration of the state, with 87 million.
In the entire São Paulo administration, the total expenditure on retired civil servants who receive the ceiling will be R$ 711 million, an amount higher than that spent on active workers (R$ 613 million). Pensioners will have an increase to R$ 371 million.
In a note, the Secretariat of Finance said that the remuneration of servers is disciplined in its own legislation and that the governor’s salary impacts specific servers.
“Last year, more than 540,000 São Paulo state employees benefited from a salary increase of up to 20%. The objective of the current management is to recognize and value civil service,” said Sefaz.
In all, more than 1 million employees are on the government payroll. There are 545,000 active servants, 382,000 retirees and 154,000 pensioners. The basis of functionalism will not have readjustments.
