Relaunch of Minha Casa, Minha Vida must be postponed because of failures in houses

by

The government of President Luiz Inácio Lula da Silva (PT) should postpone the relaunch of Minha Casa Minha Vida (MCMV), the housing program of the PT administrations and whose resumption was a promise of Lula’s campaign.

According to government interlocutors, most of the units are in a precarious situation. The decision should be taken at meetings at the Planalto Palace, on Monday (16).

The idea was to resume the MCMV next Friday, during the PT’s visit to Bahia. He would inaugurate a housing development in Feira de Santana.

However, the more than 240 houses on the site, which were contracted during the government of former President Dilma Rousseff (PT), are not ready to be inhabited.

The situation is repeated in more than 2,600 homes across the country, representing 65% of the homes that are finished and have not been delivered, according to the Chief of Staff.

The ministry minister, Rui Costa, was in Santo Amaro and Feira de Santana on Saturday (14th), to inspect the works.

“Although the building is ready, the access is not. I came here to do a close inspection, but here there are no conditions to deliver in a week”, said Rui Costa, on a visit to the site.

In Feira de Santana, where there are 240 houses, it will take another 30 days to complete the renovations. Therefore, the minister will talk to the president and Lula’s trip to the place may be postponed.

This would be the president’s first visit to the Northeast since winning the election.

According to the head of the Civil House, the place was left unattended for a period and wiring was stolen and glass was broken. To reset, it will take 20 to 30 days.

The resumption of Minha Casa Minha Vida, in particular the delivery of Tier 1 homes (families with lower income) is one of the priorities of the Lula government 3. The government has R$ 10 billion reserved for the housing program in the 2023 Budget.

Such as Sheet As shown, the signs about the direction of the Minha Casa, Minha Vida housing program were an injection of courage for the civil construction sector, but do not guarantee an immediate revision of projections, according to the president of CBIC (Brazilian Chamber of the Construction Industry), José Carlos Martins.

The day before, the new Minister of Cities, Jader Barbalho Filho, had promised that his team would start working “immediately” on rebuilding the housing program, which will be his priority.

He stated that the president asked that popular housing have balconies. “[Lula] He says that the program has to bring dignity, help reduce the country’s inequalities”, declared Jader.

“It’s not because the person needs government support that you can receive any work, of low quality. On the contrary, we have to offer the best possible to the Brazilian people”, said the new minister.

Minha Casa Minha Vida was replaced in 2020, in the government of Jair Bolsonaro (PL), by Casa Verde e Amarela, which did not take off. The program suffered significant budget reductions from year to year and removed its focus from track 1, aimed at the poorest families.

Brazil has a deficiency of 5.9 million homes, according to the diagnosis by the João Pinheiro Foundation for the year 2019, the most recent one available.

In this universe, there are about 1.5 million precarious homes, which include those improvised in tents or viaducts and those classified as rustic housing (without plaster or wattle and daub).
