Adherence to the movement of auditors from the Internal Revenue Service to hand over leadership positions after Congress provided for in the 2022 budget salary adjustment for federal police officers grew this Thursday (23).
The mobilization of the category reached Carf (Administrative Council for Tax Resources). The organ is a kind of court of the Revenue.
According to Sindifisco (category union), 44 auditors left their positions. With the measure, they will return to roles in the Revenue. In all, 635 auditors have already given up commissioned positions.
The movement is a response to the approval of the Budget by deputies and senators on Tuesday (21) with a request made by President Jair Bolsonaro (PL), to provide the police officers, his political base, in an election year with a salary increase.
The Revenue has 7,950 auditors, 6,071 analysts and 2,938 commissioned functions. With the stampede, the servants leave their posts, but continue in their careers, once they are hired through.
On Thursday, Sindifisco stated that the handing over of the positions of Cart councilors has the potential to already start to affect the judgment of appeals in the body.
“The handing over of positions involves the commitment that no one will fill the position that the other handed over,” said the union, in a statement.
The entity also holds an assembly on Thursday to decide on a national strike.
“The National Sindifisco will hold telepresence meetings with the category throughout the country regarding the actions to be taken in the face of budget cuts in the Federal Revenue, the government’s neglect and breaches of commitment to the category,” said the union .
According to the entity, the decision for the stoppage of the category is on the agenda of the meeting. The idea, with this, is “to endorse the delivery of positions, which is already taking place”.
“The assembly will also define if the category will go to the standard operation in customs, if it will adopt the disengagement of national and regional projects, and the non-completion of management reports”, said the union, in the note.
This Wednesday (22), the organization stated that the dismissing auditors work in at least five fiscal regions of the country.
These areas include São Paulo, Rio de Janeiro, EspÃrito Santo, Paraná, Santa Catarina, Rio Grande do Sul, Rio Grande do Norte, Pernambuco, Alagoas and ParaÃba.
Sindifisco stated that the delivery of positions in commission should more directly affect the work in customs, since product releases require the signature of superiors.
Only the 8th Region, in the state of São Paulo, for example, is responsible for 40% of the country’s revenue, in addition to concentrating the largest airports and the Port of Santos, the main gateway for imported products.
“The recipe for [com a entrega dos cargos de chefia], she gets brainless, spirals into administrative chaos,” stated the president of Sindifisco Nacional, Kleber Cabral.
The tax auditors began mobilizing on Tuesday night, when Congress approved a total of R$4.9 billion for the electoral fund and also R$1.7 billion for the readjustment for federal police officers.
The increase in police officers was requested by President Bolsonaro himself. Only PF, PRF (Federal Highway Police) and Depen (National Penitentiary Department), in addition to community health agents, obtained an adjustment forecast within the civil service.
Auditors complain that there was an agreement with the Economy to honor the payment of productivity bonuses, instituted in 2016, but that never came into practice.
The dissatisfaction of the Revenue servers is not isolated. After the disbandment of the agency, civil servants from other areas began to complain about the benefit to the police.
Also on Wednesday, the association of Ipea employees released a note complaining about the lack of salary adjustment, even after sending letters to the Economy with a request to replace the inflationary loss. The document was published after a meeting with the organization’s president, Carlos Von Doellinger.
“In view of the referrals of the meeting and without a negotiating table for the salary issue, the government’s stance has shown that a broader engagement of the group of federal civil servants will be necessary to reverse this situation,” said the organization, in the note.
The ANMP (National Association of Medical Experts) called the lack of salary recovery in 2022, given the rise in inflation, a humiliation and “one of the greatest atrocities” of the federal government against the career. There is no threat of stoppage, however, in a statement, there is a lack of “greater measures”.
Already on Tuesday, dissatisfaction with the increase in police officers had reached BC servers.
Fábio Faiad, president of Sinal (National Union of Central Bank Employees), said that the measure would bring an unfair asymmetry because the starting salaries of federal police officers would be higher than the values at the end of their careers for BC employees.
