At least 13 governors have already given rises to civil servants this election year

At least 13 governors in a year in which they seek reelection, run for other positions or sign their successors have granted salary readjustments to one or more category of state civil servants.

The increase was given both by administrations allied to President Jair Bolsonaro (PL) and those more aligned with the PT, of former President Luiz Inácio Lula da Silva.

Another three states —Roraima, Acre and Piauí— said that they intend to readjust wages this year. On the other hand, Romeu Zema (Novo) from Minas Gerais, a candidate for reelection, has already denied increasing salaries for the state civil service.

Last week, Doria, who is a pre-candidate for the Planalto, announced a 20% increase in the salary of Health and Public Security professionals.

The other categories of state servers will have a 10% increase in salaries. The adjustment will take effect from March 1st and will be extended to retirees.

In Rio de Janeiro, Governor Cláudio Castro (PL) published in January a decree that institutes the salary recomposition for active, inactive and pensioners public servants in the state. The increase is 13%, on the January payroll, which is paid in February.

The percentage, says the state government, corresponds to half of the inflation measured by the IPCA in the accumulated between September 6, 2017 and December 31, 2021.

The increase was announced amid Rio’s attempt to join the Tax Recovery Regime. The program is intended by the federal government to states in a situation of financial fragility. The government understands that the measure does not harm the recovery plan.

In Bahia, Governor Rui Costa (PT) granted a general readjustment of 4% for the state civil service, which was approved by the Legislative Assembly in December 2021, but with effect in January this year.

In March, according to the Administration Department, more than 156,000 civil servants, retirees and pensioners will receive increases of up to R$300 in their basic salary that impact other bonuses, which can generate real gains of up to 24% for some categories.

The increase should benefit 121,955 civil servants in the areas of education, health and public security, such as civil and military police officers, prison officers, in addition to retirees and pensioners with benefits linked to these careers.

In Ceará, governor Camilo Santana (PT) granted a linear adjustment of 10.74% for all civil servants, divided into two installments. The first has already come into effect as of last January, while the second will be credited in May.

In addition, last Wednesday (9), a 33% readjustment was announced in the floor of active, retired, pensioners and temporary teachers. Gratuities for civil servants were also incorporated in almost all state secretariats.

In the second half of last December, the governor of Maranhão, Flávio Dino (PSB), sanctioned the law that provides for a readjustment of about 9% for all servers, staggered twice. The first installment was paid this month, while the next installment will be in March.

As of March, the remuneration of teachers of 40 hours per week will increase from R$ 6,358.96 to R$ 6,867.68. For 20-hour teachers (not counting additional fees and degrees), earnings will increase from R$3,179.48 to R$3,433.84.

In the Gaucho government of Eduardo Leite (PSDB), which lost the PSDB primaries to Doria for the presidential candidacy, the teaching floor had a 32% readjustment in the entire subsidy table since January this year.

In addition, there was a change in the career of the Military Brigade (the Gaucho Military Police), the Fire Department and the General Institute of Forensics, which began to receive a subsidy in 2020.

With the state in a situation of fiscal crisis, for 57 months, servers from Rio Grande do Sul had their salaries late, only getting paid on time again in 2020; the 13th was only paid within the date last year. The Gaucho government says that, at the moment, there is no definition on a general readjustment for 2022.

At the end of January, the National Treasury Secretariat approved the state’s adhesion to the RRF (Tax Recovery Regime), which allows for the staggered payment of the debt with the Union, with a commitment to balance the accounts.

As readjustments are prohibited between the phases of adhesion and approval of the plan, still according to the state government, a possible general readjustment of the civil service based on article 37 of the Federal Constitution could only be discussed.

In Amazonas, Governor Wilson Lima (PSC) sanctioned a law that readjusts the base dates of civil servants in 11 state agencies. The increases range from 7% to 32% as of January 1 this year.

The Government of Pernambuco reported that the measures to value servers for 2022 are being negotiated with the unions.

On Friday (11), Governor Paulo Câmara (PSB) announced a 35% increase in the salary floor for teachers in the state public network, above the national base of 33% authorized by Bolsonaro.

With the increase, the base for professionals with a workload of 200 hours per month will rise from R$2,886.15 to R$3,900. The readjustment benefits 36,124 permanent and temporary teachers and 33,499 retirees and pensioners.

In Paraíba, Governor João Azevêdo (Citizenship), a pre-candidate for reelection, granted a 10% readjustment to all state employees, including retirees. The adjustment took effect on January 1 of this year.

In addition, the security forces will also have the value of the performance allowance, related to the work and productivity of active servants, incorporated into their salaries. 20% were incorporated immediately and the rest will be implemented in 48 months.

With these increases, the annual impact on the state’s payroll will be R$840 million, of which R$253 million will be spent on security forces alone.

In Mato Grosso do Sul, Governor Reinaldo Azambuja (PSDB) granted a 10% readjustment for all servers. The law was enacted in December 2021, taking effect on January 1, 2022.

For the Military Police and the Fire Department, the readjustments reached up to 27%. For the Civil Police they were up to 23%. As for administrative positions in education, the increase reached up to 33%.

In Santa Catarina, the readjustments of civil servants’ salaries were approved by the Legislative Assembly and sanctioned by the governor in December 2021, taking effect from January 2022.

According to the government, there is no single percentage increase. The recompositions were made according to the salary gap in each category.

For the public security forces, Governor Carlos Moisés (without a party), a pre-candidate for reelection, sanctioned a law that increases the salaries of active and inactive civil servants.

Career bases will be increased by 33% and higher levels by 21%. The adjustment was made in two stages, in January and July 2022. According to the government, the category had not received an adjustment for seven years.

For teachers, a minimum remuneration of R$ 5,000 was established for those who work 40 hours per week and have higher education.

In Mato Grosso, active and inactive civil servants have been paid 7% of the Annual General Review (RGA) since January.

The benefit, sanctioned by Governor Mauro Mendes (União Brasil), will be paid to effective, commissioned, civil, military, active, inactive and pensioners of the Executive Branch.

The Federal District government will also grant a readjustment for civil servants in the year in which Ibaneis Rocha (MDB) will seek reelection. The salary increase will range from 3% to 22%.

The readjustment will begin to be paid as of May for all civil servants, with an impact of around BRL 100 million monthly and BRL 1.1 billion throughout 2022. 116,500 active and 50 thousand inactive.

The DF government explained that the readjustments that will be granted this year refer to legislation passed in 2013, still in the government of Agnelo Queiroz (PT), on career restructuring.

However, only the first two annual installments were paid —​ in 2013 and 2014. The third, which was still pending, will be paid by the local government this year.
