The partial shutdown of the Central Bank’s servers, this Thursday afternoon (10), affected some services of the monetary authority, such as monitoring hacker attacks against Pix keys, according to information from the National Union of Central Bank Employees (Sinal).
The autarchy’s employees mobilized for salary readjustments and career restructuring of BC analysts and technicians.
During the protest, monitoring of Pix key scan attacks was transferred to a contingency team and there was an unavailability of “on call” responsible for acting in case of attacks against the security of the system.
Although the system is automated, the monetary authority’s servers intervene in the event of atypical movements. With less experienced staff, operational risk increases, leaving the system more vulnerable to data leaks.
There was also delay in serving the public with demands related to Pix, as well as postponement and cancellation of dozens of internal meetings and with members of the national financial system. In addition, the distribution of banknotes in Rio de Janeiro was affected and the disclosure of Ptax, the exchange rate calculated by the monetary authority, delayed.
According to the union, more than 60% of the employees joined the mobilization. Currently, the municipality has 3,500 active servers.
The initiative is part of the national mobilization of the civil service for salary recomposition after President Jair Bolsonaro (PL) waved a raise for federal police officers, federal highway workers and prison guards. The amount available in the Budget to raise the remuneration of civil servants is R$ 1.7 billion.
On February 21, Bolsonaro made a new gesture to the Federal Highway Police and an appeal to other sectors of the civil service. “I hope the understanding of the other categories, of the servers in Brazil”, he said. Before that, the president had said that the readjustment for police officers could be left for 2023, if there is no understanding with the other servers.
“We expect at least the urgent sending of a letter from the president of the BC, Roberto Campos Neto, to the federal government, demanding a concrete position from the government on the salary readjustment along the same lines as what will be given to federal police”, said the union, in note.
According to the entity, the meeting of trade unionists with the president of the BC, scheduled for after Carnival, between March 7 and 11, was canceled “for no reason”. Sought, the Central Bank will not comment on the case.
The servers say they wait for a government position until next Tuesday (16). If there is no answer, they promise to discuss the possibility of an immediate strike indefinitely.
It is already the fourth strike by officials of the monetary authority since the beginning of the year. On February 9th and 24th, servers were down for four hours.
At the time, the BC’s essential services were also not interrupted, but some activities were impacted. This was the case of the monitoring of the SPB (Brazilian Payment System), which was temporarily transferred from São Paulo to Brasília.
The first mobilization took place on January 18, when 50% of the employees crossed their arms for two hours. From 10 am to 12 pm, about 200 people held an act in front of the agency’s headquarters, in Brasília, while others participated remotely.
