INSS experts go on strike from this Wednesday (30); learn to schedule new expertise

The approximately 3,500 medical experts from the INSS (National Social Security Institute) will go on strike across the country from this Wednesday (30). The category thickens the strike movement of several civil servants.

Last week, INSS administrative employees had already started the strike, in the so-called “Operation Blackout”. The claim of experts, as well as administrative workers, is for a 19.9% ​​readjustment to replace inflationary losses, in addition to opening a public tender and improving careers.

According to Francisco Eduardo Cardoso Alves, vice president of ANMP (National Association of Expert Doctors), the professionals decided to stop because there has been, so far, no signal from the government that the demands will be met.

“The government so far has not taken an attitude towards the category, which has been dissatisfied for more than a year, since we were forced to go back to work, in September 2020, when it still didn’t even have a vaccine”, says the server.

According to Alves, the orientation is for all doctors to stop, but there may be places where medical expertise is normally attended, fulfilling the schedules. “May have insured that the doctor did not go on strike and may have those who will not be attended”, he says.

The expert medical examination is carried out when the worker requests specific benefits from the INSS. These include temporary disability assistance and permanent disability retirement. In addition, those who apply for the BPC (Benefício de Prestação Continuada) may have to undergo an expert examination and those who apply for special retirement also depend on the work of an expert doctor, but internally.

For him, the ideal would be for the insured to reschedule the examination, so as not to miss the trip to the place, although it is not possible to know exactly where there will be a stoppage. “It was for guidance; I don’t know if the government is taking action.”

For Adriane Bramante, president of the IBDP (Brazilian Institute of Social Security Law), the ideal is for the insured to attend the agency on the scheduled day and time, so as not to run the risk of losing the benefit. “He must attend the expertise and photograph, showing that the agency is closed or the expert did not attend, only to reschedule later”, she guides.

How to reschedule the expertise

  6. Click “Skill” and choose “Remark skill”; then go to “Select”
  7. Enter a document number, enter the characters on the screen and click “Next”
  8. The system will locate your appointment; just follow the guidelines and reschedule the service

Strike of administrative servers completes a week

This Wednesday (30), the strike of INSS administrative servers completes a week. According to information from Fenasps (National Federation of Workers’ Unions in Health, Work, Welfare and Social Assistance), 22 states and the Federal District have their servers stopped.

In São Paulo, Sinssp (Social Security and Social Security Workers Union in the State of São Paulo is convening a virtual assembly this Thursday (31) to evaluate the strike. at least until the day of the assembly.

For Rômulo Saraiva, a lawyer specializing in social security law and a columnist for Folha, the strike opens up the possibility for the insured to file a lawsuit in court for granting or reviewing the benefit without having to wait for the INSS’s administrative response deadline. This period ranges from 45 to 60 days, but is suspended during shutdowns, he says.

Benefit queue decreases

Sought, INSS and Ministry of Labor and Welfare did not comment on the stoppage of servers or medical experts. Nor did they disclose guidelines for service to policyholders.

On its website, the INSS published that it has managed to reduce the queue of requests. According to the institute, in March, the queue reached 1.6 million requests pending analysis. In early 2021, that number was at 1.8 million benefits awaiting an initial response.

In 2019, the year in which the INSS had a decrease of 7,000 servers, the stock of orders reached 2.4 million in July. In the following years, the average was 1.7 million in 2020 and 1.8 million in 2021. The institute considers that the decrease in stock was due to the commitment of employees, in addition to the automation of some services.

The agency also states that it analyzes about 751,000 requests for benefits per month and the number of new requests per month is 674,000 cases.
