Low rent for young people, families and vulnerable households, which will be “automatically” calculated and adapted to the “profile” of each lessee, brings the new law on “social consideration”. The first apartments to be allocated through the projected procedure will be built in inactive camps and other unused public land. Within the same law, however, there are provisions concerning the thirds.

It is noteworthy that the life -long life is recognized for parents and children with disabilities. Indeed, the official Tritecane Certificate is created, which will be automatically and electronically issued via Gov.gr, without bureaucracy.

All answers to the law of social consideration

The new law on social consideration analyzes in 11+1 questions and answers the same Ministry of Social Cohesion and Family and which are recorded below:

1. What brings the new law overall?

The new law of the Ministry of Social Cohesion and Family introduces two new, practical “tools” for the mortgage. The goal is to increase the available homes and solve the problem of lack of housing. How do we achieve this? With social consideration, where we utilize public real estate that is left untouched and, in collaboration with individuals, we build new apartments. Also, in collaboration with the Ministry of Defense, we use inactive camps to create new homes. 25% will meet the needs of the Armed Forces executives and 75% will be available for social homes.

In addition, the law brings other major changes:
• Recognized the Tridecenic Life Property for Parents and Children with Disabilities
• Short -term hospitality structures for people with disabilities

2. What is social consideration?

Social consideration is a new way of working with the state with individuals to build more homes without paying the public. The individual with his own money builds or renovates unused public buildings and plots that have remained untouched to date. Of the new apartments that will emerge, at least 30% remain in the State and will be given low rent to young people, families and vulnerable households. The rest of the apartments are also available on the market for sale, further increasing housing supply and reinforcing residential stock.

3. Where will the new houses come from?

The houses will come from two “tanks”: from the State (buildings and plots) of the State that have been left untapped to date. At the same time, in collaboration with the Ministry of Social Cohesion and Family with the Ministry of National Defense, in some inactive camps, modern homes will be built. 25% of them will be available for the housing needs of the Armed Forces and 75% will be used in social homes.

4. What are the potential beneficiaries of social housing?

The beneficiaries of social housing will be selected by OPECA, based on social criteria that will be specialized by the adoption of a relevant ministerial decision. These criteria will include, inter alia, income, property and marital status, children of the beneficiaries and any disability rate.

5. What does social rent mean? How will it come up? Will its height be determined by the private contractor/manufacturer?

The social rent will be much lower than market rents. It will be determined on the basis of tenant’s income, the value of the property or both together, as in corresponding European models. The manufacturer will not define it. For each housing complex, the rent will be calculated taking into account the value of the land of each area and specific parameters that will be re -defined by a ministerial decision.

6. Who will take care of housing maintenance?

Home maintenance is a basic prerequisite for maintaining their value and ensuring the quality of life of tenants. For this reason, it is projected to manage social homes to be entrusted to a private person under the Social consideration. This management will include, inter alia, regular maintenance and repair services, so that the stock of social housing remains in good shape and can be re -established to new beneficiaries.

7. Social houses, will they be in separate buildings?

No. Social houses will not be in separate buildings. They will be on the residential fabric, along with private apartments purchased or rented. This prevents the creation of isolated areas and ensure that there will be no distinction with other properties.

8. When will the first houses be available?

The procedures for the conclusion of social consideration will begin immediately to have rapid results. At the same time, due to the existence of the necessary structures by the Ministry of National Defense, it will be even sooner, the residences from the utilization of inactive camps through the program contracts between the two ministries.

9. Is the possibility of redemption of residence?

Yes. It is possible to redeem part part of social houses available after 10 years (“Rent to Own”). The basic percentage of the State (at least 30%) will always remain in its ownership for the use of social residence.

10. What improvements are there in relation to the 2022 law on social consideration?

The new law more effectively utilizes public property to increase housing supply. Individuals now have a stronger motivation, as instead of being given only the exploitation, they can now obtain a percentage of new houses. Thus, investments become more attractive and the motivation stronger. The state always holds at least 30% of homes for social use, ensuring permanent stock. At the same time, social consideration is expanding, as it is no longer only about the construction of new buildings, but also to renovations or repairs already existing. The leases are set at at least 10 years so that redemption is possible by tenants. At the same time, in some cases, the contractor may also manage home management, but only for a specific time to ensure their proper operation and maintenance.

11. What does the new family law predict?

By the new law, the parents of three children gain equality, which is first established, recognizing that they remain three forever. At the same time, the official Tritecane Certificate is created, which is automatically and electronically issued via Gov.gr, without bureaucracy. Children with a disability of 67% or more, now maintain their trite and all rights arising from it. In the case of parents with abusive behavior, they are excluded from the privileges of tertiary status, but without losing children their rights, as the state ensures their protection.

12. What does the new law on people with disabilities predict?

Short -term hospitality structures are created for people with disabilities. When their family or caregiver cannot temporarily provide care, the person will have access to safe and qualitative hospitality: daily, short days or up to 30 days in emergencies. It is a timeless and fair demand of the disability community, which we satisfy, providing significant support and relief to the immediate beneficiaries and their families.
