President Jair Bolsonaro (PL) nominated 21 names for the summits of regulatory agencies and federal authorities.
The suggestions are to compose the ANS, ANP, ANS, Antaq, ANTT, Anvisa, ANM, Cade, CVM and Aneel. These names will be discussed in the Senate and were published in a publication this Monday (4) in the Official Gazette of the Union.
Bolsonaro also asked for the withdrawal of the processing of four nominations made in previous months. In two cases these names were suggested, in the same publication, for other vacancies in agencies.
Without incumbent directors, some agencies operate understaffed.
The ANS, which regulates the health plan market, has only one effective director and four vacancies. Two of these chairs are occupied by substitutes.
The president of the Senate, Rodrigo Pacheco (PSD-MG), has already stated that he wants to guide the hearing of the nominations to the agencies in the coming days. First the names are submitted to the senators of the thematic committees. Afterwards, the plenary also votes on the nomination.
President Bolsonaro has been critical of the agencies’ performance. He says that in some cases these bodies have more strength than the ministries.
“It’s there to create difficulties, sell ease”, said the president on the 31st.
The president also stated that there are requests for nominations of directors, but did not mention which groups make this pressure. “Do you want the agencies? Sign below that the nomination is yours. Many people don’t even know what an agency is. It can do much more than the minister himself,” he declared.
Bolsonaro also made two appointments to the command of regulatory agencies. The suggestion is that Mauro Henrique Moreira Sousa assume the leadership of ANM, which regulates the mining sector, and that Saldoval de Araújo Feitosa Neto occupy the presidency of Aneel, linked to the electricity sector.
Daniel Meirelles, special advisor to Minister Marcelo Queiroga (Health), was appointed to the ANS. Bolsonaro suggested that he should now be submitted to Anvisa.
The president also appointed a name for the positions of ANTT’s ombudsman and CADE’s chief prosecutor.
