Bolsonaro wants readjustment of more than 5% for police officers on the eve of deadline

President Jair Bolsonaro (PL) wants to grant a greater readjustment to security careers, following a promise made to the group that makes up his electoral base. The other servers would have an increase of 5%, as already decided in April.

According to government officials interviewed by the Sheet, the topic was discussed between the president and the special secretary for Debureaucratization, Management and Digital Government of the Ministry of Economy, Caio Paes de Andrade, in a meeting this Monday (16). The body takes care of matters related to the Union’s personnel policy.

The final decision is expected for this week, as the government needs to submit the bimonthly review of the Budget by Friday (20th). To grant the readjustments, it is necessary to cut resources from other areas of the government.

According to these interlocutors, the president mainly wants to benefit PRF (Federal Highway Police) agents, who have lower salaries than PF (Federal Police) agents.

The intention to contemplate security careers with a differentiated readjustment goes against the advice of ministers from other areas of the government, who have warned Bolsonaro about the risks of privileging specific categories in salary negotiations. Some of them, like the Central Bank, have already complained about the 5% percentage and are on strike.

The assessment is that a differentiated proposal can feed the climate of dissatisfaction in other careers, prolonging stoppages. However, assistants close to the president belong to the security categories and have been pushing for a higher readjustment.

To meet Bolsonaro’s desire, the budget cut will need to be even more aggressive than what was already being designed. Technicians cite the possibility of the blockade exceeding BRL 10 billion, given the need for funds for readjustments and also to meet other demands, such as subsidies from the Safra Plan (BRL 2.3 billion to BRL 2.5 billion) and mandatory expenses.

The granting of a linear adjustment of 5% for all careers would cost R$ 6.3 billion in the Executive.

As there is now a reserve of R$ 1.7 billion for salary increases, the increase would be R$ 4.6 billion – the size of the cut needed just to make room for the linear adjustment.

The cost of all increases claimed for security careers alone is BRL 1.1 billion.

According to government officials, the president decided to prioritize police officers, but the details of the proposal that will be adopted are still being debated internally.

While the government does not hammer out which police categories would benefit differently, there are some scenarios under study. The Ministry of Justice sent three MPs (provisional measures) at the end of last week for analysis by the Economy.

The scenario considered most likely by members of the government is that PRF agents have a salary equivalent to that of PF agents, and both would have a salary reaching R$ 21,500 at the end of their careers – about 20% increase. The proposal is in one of the MPs sent by the Ministry of Justice.

According to calculations to which the Sheet had access, if only they are awarded the heaviest readjustment, the cost to the Union will be between R$ 400 million and R$ 500 million.

The preference for PRF agents, according to government officials, is also due to the fact that they are close to the president, doing security on motorcycles, among other functions.

This Tuesday (17), Bolsonaro said that “soon” the purchasing power of civil servants would be recovered and especially cited the PRF.

“We’re sorry [a perda de] purchasing power of public servants. But I’m sure that will soon be recovered. In particular, our Federal Highway Police, who are accompanying us at this moment,” Bolsonaro said at an event in Sergipe.

The Ministry of Justice also has a proposal for a 10% increase for delegates, whose salaries would go from almost R$31,000 today to R$34,000 at the end of their careers. Experts would also receive the same percentage raise, which would be linear for early and late career salaries.

Corporation agents, clerks and papilloscopists would receive a 10% increase in starting salary and 15% at the end. The criminal police, on the other hand, would be contemplated with a career structure, and the increase would be, on average, 40%.

In addition, the ministry also seeks an increase of about 35% for administrative servers in the folder.

The directorate-general of the PF and the PRF asked for a vote of confidence for the categories until next week. This Tuesday (17), the director general of the Federal Highway Police, Silvinei Vasques, met with the National Federation of the PRF and asked the highway police to wait until the 25th.

The director-general of the Federal Police, Márcio Nunes de Oliveira, was to give an answer to the corporation until next Sunday (22). He even called the representatives of the category for a new meeting this Tuesday, but the agenda was cleared.

“There was a signal from the government and we are waiting. The deadline is there, bursting, [no] the 22nd, the 25th. They arrived for us, through the director general, [com a promessa] to make a different proposal and such, for us to wait”, said the president of the National Federation of Federal Police Officers, Marcus Firme.

The assessment of members of the government is that contemplating only part of the police careers can have negative consequences for the management, but that Bolsonaro will have to bear the burden.

Last year, by articulation of the Minister of Justice, Anderson Torres, only police careers would receive an increase. The president ended up getting into the sewing and asked for the reserve of R$ 1.7 billion in this year’s Budget, contrary to the wishes of the economic team.

The first chances of increase for the categories were a form of career restructuring, sent by Torres to Paulo Guedes’ team. In one of the scenarios, the end-of-career salary of a PF delegate would be the same as that of a minister of the Federal Supreme Court (STF), as shown by the Sheet.
