The Alesp Commissions (Legislative Assembly of the State of São Paulo) voted yes for PL 1180/2019. With that, the project will be able to go to the vote of the plenary of the house. If approved, the SUS (Unified Health System), both the public network and the network associated with the system, will be obliged to distribute free cannabis-based medicines to patients only in São Paulo.
States have autonomy to legislate on the education and health portfolios, regardless of federal government directives. The measure can be established on an exceptional basis by the Executive Branch and aims to adapt the use of the Cannabis to people who are demonstrably in need of this type of medicine.
Last year, Alerj (Legislative Assembly of the State of Rio de Janeiro) also approved an exceptional project. He established health prevention and research incentives with Cannabis medicine, in addition to strengthening the structures of patient associations. Authored by deputy Carlos Minc, PL 174/2019 presented as justification the fact that treatment with herbal products is recognized by various medical areas such as psychiatry and oncology.
In addition, Minc mentioned the increase in imports of the drug – which jumped from 168 in 2014 to 4,236 in 2018 – and individual planting authorizations in response to lawsuits filed by patients with no economic possibility of purchasing the oil. Cannabis medicinal.
But the matter should only be voted on next year, according to the agreement reached between the deputies. PL 1180/2019 is authored by deputy Caio França (PSB), Erica Malunguinho (PSOL), Patrícia Bezerra (PSDB), Marina Helou (Network) and Sergio Victor (New). There is still no scheduled date for it to enter the agenda.
On the same day, the Commissions also gave approval to four more projects, from other areas, to go to the plenary. Are they:

gives priority to the care and issuance of reports by the IML (Instituto Médico Legal), in the State of São Paulo, for women victims of domestic violence and rape. - PL 32/2020 – by deputy delegate Bruno Lima (PSL) and Vinícius Camarinha (PSB):
establishes the Domestic Animal Welfare and Protection Program and creates the Single Tutor Registry. The objective is to increase inspection and penalties for cases of mistreatment. - PL 1286/2019 – Deputy Alexandre Pereira (Solidarity):
determines that the FIT (immunochemical test for occult blood research) in the state public network. The exam allows detection of rectal cancer. - PL 979/2019 – Cezar Nakashima (PSDB) and Márcio Nakashima (PDT):
creates the awareness and prevention week for the harm caused by the intensive use of cell phones, tablets and computers by babies and children.
