The Joint Declaration of the Ministers of Education states the following:
“We are deeply concerned about the human rights violations of women and girls in Afghanistan, especially the severe restrictions on the educational rights of Afghan women and girls. The exclusion of women and girls from the public sphere jeopardizes the positive changes that have taken place over the last two decades and has serious consequences for society at large as well as for those whose rights are being deprived.
Education is a fundamental human right enshrined in the Universal Declaration of Human Rights, which has also been endorsed by Afghanistan. Everyone in Afghanistan has the right to education. Equal access to education is a cornerstone of universal values, including freedom of expression, the principle of non-discrimination and gender equality.
Equal access to education benefits the wider society. Education is also an investment in the future, which promotes the well-being of individuals and the overall progress of our societies. Education helps fight social exclusion and reduce poverty. Ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all is one of the Sustainable Development Goals, which has also been ratified by Afghanistan.
Afghanistan cannot compromise on the right to education, as this would jeopardize its future. Women and girls in Afghanistan must not be subject to discrimination or any form of restriction on their right to education.
We call on those in power throughout Afghanistan to guarantee, in word and deed, the right to education of Afghan women and girls at all levels of education, to ensure their right to participate, to complete and to benefit from quality education non-discriminatory and to ensure that female teachers can practice their professions.
We will continue to monitor closely the human rights situation of women and girls in Afghanistan, including respect for their right to education. “We will do everything in our power to promote equal access to education for women and girls in Afghanistan and to prevent any form of human rights violations or discrimination in this area.”
