The National Technology and Research Infrastructure Network, a body of the Ministry of Digital Governance, designed and implements the “3rd e-age” initiative in collaboration with the municipalities

The 1,433 “students” between the ages of 60 and 80 of the municipalities of Kavala and Florina who sat at desks to easily and comfortably use digital services on their own are getting old while learning. However, it seems that women had the lead as according to the data, in the municipality of Kavala the men attending the courses are 377 and the women reach 596, while in the municipality of Florina the male students number 152 and the women register twice the number of participations as they reach 308.

In particular, it is about the “3rd e-age” program in the context of which 1,500 meetings were held with people aged 60+. From November, the training will also be addressed to citizens of the same age group in the municipalities of Athens, Ioannina, Thermaikos and Korydallos. The courses are implemented through specific programs of the National Academy of Digital Skills (https://nationaldigitalacademy.gov.gr/), which to date hosts and provides free 300 courses which it continuously enriches while also attempting to develop its own educational content.

In particular, the Ministry of Digital Governance launched the “3rd e-age” initiative, which aims at the Digital Empowerment of the Elderly, through the operation of Digital Support Groups.

As the Minister of Digital Governance, Kyriakos Pierrakakis, has emphasized many times, the development of digital skills for all citizens is the new big stake of the Ministry of Digital Governance for the achievement of digital transformation.

It is worth mentioning that among the citizens aged 60+ most are retired (1291) and the majority of them are primary school graduates (567).

“We started the “3rd e-age” initiative of the ministry as EDYTE with relatively low expectations and reservations regarding the result and mainly regarding the fears and interest of people aged 65+” the head of the Digital Skills Directorate told APE-MPE HERE, Eugenia Lokana. “It is amazing the experience we gained and the emotions felt by all the people involved throughout the planning and implementation phases of the program. The response, consistency and efficiency of the municipalities that participated through the Deputy Mayors and their services is amazing. Above all, however, we must praise the services offered by the Digital Assistants-Trainers who took on the burden of an unprecedented experience and worked with responsibility, patience, passion and love for people” he notes and concludes by saying that “the utilization of all this experience we believe opens the way for a universal implementation of the program throughout the country that will constantly evolve and improve based on the needs that will constantly change”.

The “3rd e-age” program

The National Technology and Research Infrastructure Network (EDYTE SA – GRNET), a body of the Ministry of Digital Governance, designed and implements the “3rd e-age” initiative in collaboration with the municipalities, through the signing of Program Contracts. The program is developed and developed in three phases:

  • The first pilot operation of the action started in collaboration with the municipalities of Kavala and Florina on June 1st, it lasts six months and ends at the end of November.

The purpose of the program is supportive and is based on the personalized guidance and support of the elderly provided by specially trained people, the Digital Assistants, while at the same time it also has an educational character so that the participants can use the digital services independently.

To date, 1,500 individual meetings-sessions have been completed in the two municipalities of Kavala and Florina, where the percentage of women who participate is approximately twice that of men.

  • The next pilot application referred to as “Function of Digital Corners for the digital empowerment of the elderly” is of a hybrid form and includes a) the personalized support of the elderly b) and the training-learning through the group and the collective interaction with the guidance-support of the digital trainers-assistants. This action will start next month, November in the Municipalities of Athens, Ioannina, Thermaikos and Korydallos with corresponding Program Contracts that have already been signed. The program will be implemented in the Friendship Clubs, KAPI or in places selected by the municipalities. The personalized support from the specially trained Digital Assistant-Educator aims to remove the fear, reservations and insecurity felt by the elderly and to gain self-confidence and trust. The training that follows aims at learning through the exchange of views through the group sessions and the guidance of the trainer so that each trainee can feel safe to use the digital services on their own.
  • The third phase includes, on the one hand, the extension of the program with a longer duration to the municipalities that have already been implemented, and on the other hand, the spread of the action to more municipalities after the enormous interest that has been expressed daily by many municipalities.
