Above from 4,500 citizens in November, on a daily basis, they entered the mitos.gov.gr to be informed about the procedure they are interested in. Specifically, on the platform, which is operating as a pilot, there are 2,088 published procedures (which the citizen can search in the Registry either by type or by life event) that facilitate the interaction of citizens with the State, as they provide detailed information on all the necessary steps, the documents they need to provide to the relevant public bodies and services, the applicable administrative procedures, the applicable legislation, as well as the processing time of the procedures, the digital steps they can take, the applications they must submit, the conditions k.

In addition, there are 2,619 more procedures which will soon be accessible to citizens. These are 340 procedures to be published (which are in the final stage of control by the Ministry of Digital Governance), 353 procedures to be approved (which are in the intermediate stage of control and approval by the competent bodies) and 1,926 under processing (that is, those which are in the initial stage of registration by the competent bodies).

As the Minister of Digital Governance, Kyriakos Pierrakakis, has underlined for MITOS, “in a very interesting way it records the steps that are required in every process that we want the state to interact with us: where are the processes digital, where are they not”. stressing that “the goal is twofold: the goal is on the one hand to have a thread, a mito, to be able as citizens to manage this labyrinth. It should be mentioned that the service categories are similar with the services of gov.gr, such as agriculture and animal husbandry, justice, education, work and insurance, etc. and are provided to citizens, civil servants, public bodies, freelancers, businesses, legal persons-legal entities. It is worth noting that 34 services of gov.gr are linked to MITO, among which the civil marriage license, the application for unemployment benefit, the recognition of a degree, the renewal of a moped license, the opening of a family share due to marriage, the copy of a driver’s license due to wear and tear , the copy of the criminal record, the census of a natural person in the Register of Employers (eEFKA), the insurance information of natural/legal persons, the registration of first-year students, the registration in a kindergarten, the issuance of a declaration of responsibility, the child benefit, the notarial deed of cohabitation agreement, of death, birth, marriage, the payment of funeral expenses, the family status certificate etc.

As the general secretary of Digital Governance, Leonidas Christopoulos, states to APE BEE, “the National Register of Procedures – MITOS, is another key project of the Ministry of Digital Governance. Together, the National Program for the Simplification of Procedures (EPAD) and the Bureaucracy Observatory make up the “National Administrative Procedures Policy”, which will be a reforming section of the government of Kyriakos Mitsotakis. “MITOS” in its full development, will essentially constitute the institutional memory of the public administration, where all administrative procedures will be recorded and standardized, with conditions of absolute transparency. As a modern technological tool, it will contribute decisively to the fight against bureaucracy and the broader upgrading of the orderly functioning of the state, two crucial conditions for the country to be on a development trajectory”.

As highlighted, the National Register of Procedures makes it possible to reveal any malfunctions, which can lead to the process of simplifying and removing inactive procedures.

What exactly is the work of “MITOS”:

  • records and standardizes the existing administrative procedures of public services and agencies. It captures a wealth of information for each of them: exact, official titles, legal framework, competent agencies, supporting documents, processing time, flow chart, time estimate and cost of tolls or other fees
  • incorporates a mechanism for continuous updating of procedures
  • supports the simplification of procedures through the EPAD as well as their evaluation in terms of the impact they have on administrative burdens,
  • includes a platform for submission of reports and proposals for improving the content from any interested party.

The “Mitos” National Registry of Administrative Procedures was designed and is being developed by the General Secretariat of Digital Governance and Process Simplification and is technically implemented by the National Technology and Research Infrastructure Network SA (EDYTE SA – GRNET), a body of the Ministry of Digital Governance.
