The regional council of Attica voted for the new regulation following a proposal from the municipal council of Athens

An important change for the proper functioning of the center of the capital is the new regulation of the hours of operation of the supply of stores, which will be allowed from 9 in the evening to 9 in the morning, after its unanimous approval during the meeting of the Regional Council of Attica.

According to the proposal of the responsible deputy governor of the Central Sector, Giorgos Dimopoulos, the most important changes are coming to Athens where loading and unloading can only be carried out during the night, while small businesses are exempt from the restriction, for which 24-hour supply will be allowed , only with vehicles with a gross weight of 2 tonnes and pure electric trucks up to 2.5 tonnes. The regulation provides for similar feeding hours for the other municipalities of Athens.

It is noted that the decision will be in effect soon – within the next few days, after it is published in the Government Gazette where it will be sent today, as G. Dimopoulos informed APE-MPE. He added that the decision is not static and that in 2-4 months it will be re-evaluated and based on the requests submitted by the competent bodies, it may be necessary to make modifications.

On the occasion of the approval of the new catering regulation, the regional governor Giorgos Patoulis expressed his satisfaction, as it is a cross-party goal to reduce traffic problems, both in the center of the capital, and in all the commercial centers of the municipalities of Attica. “Our goal is the reduction of the traffic load and the orderly operation of the commercial centers of the municipalities of Attica. Region, municipalities, Central Administration and representatives of the business world, we are working closely together in order to implement a broader plan”, emphasized Mr. Patoulis.

It is recalled that a proposal was submitted by the Municipal Council of the Municipality of Athens for the change of the feeding hours of the center of Athens, while last week at the initiative of the regional governor an enlarged meeting was held in the region with the participation of the mayor Kostas Bakoyannis, representatives of the traffic, the police of Business and Retail Association of Greece (SELPE), the Trade Association, etc.. At the meeting, the regional governor authorized the responsible deputy regional governor of the Central Sector, G. Dimopoulos, to take all the necessary actions, in order to formulate the final proposal which and voted by the Regional Council.

Until now, the supply of shops of all kinds, from supermarkets to catering and commercial establishments, was allowed to take place at any time of the day, except for the period between 7 a.m. and 10 a.m.

What does the new supply regulation provide?

The new regulation for the operation of businesses, supermarkets and other shops and the restriction of truck traffic was formulated, as pointed out by the rapporteur Mr. Dimopoulos, after a dialogue was preceded and with the close cooperation of the other regional deputy governors. “For its final preparation, a series of elements were evaluated such as the reduction of air pollution, the reduction of traffic load, the particularly increased tourist traffic in the Central Sector, and the simultaneous assurance of the uninterrupted supply of shops”.

The new regulation as passed provides for:

1. The determination of the supply hours of businesses, supermarkets and other stores (Super Markets, department stores, chain stores) throughout the 24 hours except for the hours from 07:00 a.m. until 10:30 a.m., for trucks with a payload of more than 1.5 tons, on the following roads:

a) On the perimeter roads of the inner ring:

– G. Papandreou (from Papagou to the confluence with Kokkinopoulou) (Zografou area)

– Olof Palme (Zografou area)

– On the Sacred Way (from Kifissos to Thebes) (Aegaleo region)

– In Thebes (from Officers’ Hill to Iera Odos) (Egaleo area)

– Vouliagmenis Avenue

– El. Venizelou (Theseos) – Demosthenous – Sivitanidou – Davaki (Kallithea region)

– El. Venizelou – Artakis – Machis – Analatou – Homer – March 25th and May 2nd (N. Smyrni square) (Nea Smyrni area)

– Achilles – Amphitheas – Ag. Varvaras (Paleio Faliros area)

b) On Mesogeion Avenue (outside the Municipality of Athens)

2.a In the Municipality of Athens, hours are set for the circulation and supply of businesses, supermarkets and other shops of the city from 21:00 until 09:00 of the following day, with every type of truck. For the remaining hours, their refueling will be carried out with vehicles with a gross weight of up to two (2) tons. (It should be noted that following a proposal by Mr. Dimopoulos during the discussion at PESY, in case the vehicles are electric, the gross weight will be allowed to be up to 2.5 tons).

2.b From the prohibitions of subsection 2a, the supply of fresh fish stores of Varvakei Agora is exempted

2.c For the supply of shops located in the commercial triangle of Athens, i.e. in the part of the center of Athens enclosed by the streets: “Athinas – Plat. Omonia – Stadium – Pl. Syntagma – Metropolis – Athens” the following provisions of the joint ministerial decision DMEO/f/oik./1894/Φ919 Official Gazette B/684/1997 “Measures to restrict vehicle traffic in the commercial triangle of Athens” apply, as applicable.

3. In the Municipality of Piraeus on the central avenues and streets of the city: Ir. Polytechnic University -Gr. Lambraki – Vas. Georgiou – Akti Miaoulis – Akti Poseidonos – 2nd Division – Gounari – Tsamadou – Ethn. Antistaseos – 34th Syntagma – Moutsopoulos Coast – Kallimasiotis Coast – Themistokleos Coast – Eleftheri Venizelos supply hours are determined throughout the 24 hours except for the hours from 07:00 a.m. until 10:30 a.m. for trucks with a payload of more than 1.5 tonnes.

On the above roads, there is a traffic restriction for trucks with a payload of more than 1.5 tons from 07:00 am. to 11:00 a.m. and from 2:30 p.m. until 4:00 p.m.

4. In the Municipality of Ilioupoli, for the supply of the stores (super markets) of the city, supply hours are specified from 19.00 until 07.00 of the following day, with any type of truck. For the remaining hours of the day, their refueling will be carried out with vehicles with a gross weight of up to two (2) tons.

Stores that have their own loading and unloading areas and do not encumber the common areas are exempted from observing the loading and unloading hours.

5. In the Municipality of Galatsi, for the supply of the stores (super markets) of the city, supply hours are specified from 20:00 until 07:00 of the following day, for each type of truck. For the remaining hours of the day, their supply will be carried out with vehicles with a gross weight of up to two (2) tons.

6. In the Municipality of Dafni-Ymitto for the supply of the stores (super markets) of the city, supply hours are specified from 19:00 until 07:00 of the following day, with every type of truck. For the remaining hours of the day, their supply will be carried out with vehicles with a gross weight of up to two (2) tons.

REGULATION OF SPECIAL CASES OF SUPPLY-TRAFFIC EMERGENCIES

Excluded from the above restrictions are:

j) Government, municipal, Public Welfare Organizations trucks with special registration numbers, such as (K.Y., E.A.) or with visible signs of these Services and leased trucks from said Services to cover their operational needs.

ii) Trucks transporting medicines and hospital supplies.

iii) Daily and periodic distribution trucks.

iv) Vehicles catering to stores within the area of ​​the commercial triangle (as defined in 2c hereof), which are proven, based on accompanying transport documents, to supply to and from the area in question.

v) Public and Private trucks that transport building materials, especially vehicles used for ready-mixed concrete and for lifting various objects, are allowed to circulate at other times. Correspondingly, other unforeseen and urgent needs are dealt with, such as the transfer of offices, household appliances, etc.

Finally, the penalties of the last paragraph of paragraph 8 of article 52 of Law 2696/1999, as amended by paragraph 9 of Article 48 of Law 4313/2014 (Government Gazette 261/t.A/17- 12-2014) “Regulations on Transport, Telecommunications and Public Works and other Provisions”.
