In March, the installation of the first beneficiaries in the residences of the “Coverage” program will begin, through which the State will pay the entire rent for the housing of vulnerable young people.

Next week, the Joint Ministerial Decision will be published which will define, among other things, the specific selection criteria for beneficiaries (according to Law 5006/2022 on housing policy, beneficiaries of the program are people aged 25 to 39, who are beneficiaries of the Minimum of Guaranteed Income) and will be followed by the signing of the program contracts between the Ministry of Labor and Social Affairs and the Municipal bodies that will cooperate in the implementation of the program.

The above results from the meeting held today by the Minister of Labor and Social Affairs Kostis Hatzidakis with the president of KEDE Dimitris Papastergiouin the presence of the General Secretary of Social Solidarity and Combating Poverty, George Stamatis.

The “Coverage” program established by Law 5006/2022 is based, in principle, on the residences that participated in the “Estia” program for the accommodation of asylum seekers in urban apartments throughout Greece and was completed in December 2022.

Already 579 of the property owners who participated in the “Estia” program have expressed interest in order to continue making their houses available for housing the beneficiaries of the “Coverage” program.

It is reminded that the owners of the properties for the three years that the leases will last will collect the entire rent from the State, which also undertakes the restoration of any repairs that are needed.

The goal in the first phase is the utilization of at least 1,000 properties, which will house more than 3,000 beneficiaries.

In the framework of the program, the Ministry of Labor and Social Affairs undertakes the financing of the expenses for rents and repairs of the properties, while the Municipalities, among other things, will examine the applications of the interested parties, will propose suitable available properties to the beneficiaries, will pay the rents to the owners, ensure the execution of repair work, etc.

The Minister of Labor and Social Affairs, Kostis Hatzidakis, said: “The law “My home – housing policy for young people, utilization of public property for social housing” passed in December, but also the National Action Plan to support the homeless who approved yesterday by the Council of Ministers include actions that ensure quality housing for free or at low cost to vulnerable population groups with an emphasis on young people.

The Cover scheme is a central pillar of the Government’s social housing strategy as it provides hundreds of vulnerable young people and young couples with free, quality housing, making it easier for them to start their own lives and start a family if they so choose. The restart of the state’s housing policy, utilizing national and European resources and based on the best practices applied in Europe, will have immediate, tangible results within the next month, when the first beneficiaries will enter their new homes.”

The president of KEDE, Dimitris Papastergiou, said: “KEDE naturally supports the KALIPSI effort to support young families belonging to vulnerable groups, through the mechanism of the Municipalities that until now ran the ESTIA program. It is an excellent initiative that gives immediate solutions to the first steps of these households.”

The General Secretary of Social Solidarity and Combating Poverty, Giorgos Stamatis, said: “The COVERAGE program, which will be implemented through the Municipalities with the cooperation of KEDE, comes to strengthen the government’s housing policy by helping young couples who are beneficiaries of the EEE, aged 25-39 years. We are creating another safety and protection net through targeted policies.”
