An administrative “paranoia” of 40 years is ending – How will the citizens benefit
A programmatic agreement between EYDAP and the Municipality of Athens, which puts an end to an administrative “paranoia” lasting four decades, was signed by the Mayor of Athens, Kostas Bakoyannis, with the Managing Director of EYDAP, Haris Sahini, in the presence of the Deputy Mayor of Urban and Building Infrastructure of the Municipality of Athens, Vassilis Axiotis, the Senior Managing Director of EYDAP, Anastasios Tosios and the General Director of Sewerage of EYDAP, Kostas Vougiouklakis.
Until today, based on the existing legislation, which was passed in the 80s, EYDAP carried out the studies of the sewers, the Municipality of Athens proceeded with the construction and then returned the responsibility of maintenance and management to EYDAP S.A.
With the new programming agreement, it is foreseen that EYDAP will proceed with the construction of pipelines of the secondary definitive network of dirt either to replace old municipal pipelines, or to complete the network in the Municipality of Athens, as well as the construction of the private connections of the properties to the central conduits.
In practical terms, this means for citizens that applications for connection to the sewerage network will now be submitted directly to EYDAP, while the waiting time for their service will be reduced from the current average of 2 years to just 3 months.
At the same time, with the implementation of this new agreement, it is planned to reduce the response time to emergency breakdowns and breakdowns caused by the age of the network, thus eliminating even the slightest possibility of causing a risk to public health.
In his statement, the Mayor of Athens, Kostas Bakoyannis, said: “Today we are taking a small, but very important step to put an end to a multi-year “absurdity” that has resulted in citizens suffering unfairly. We agreed, cooperated and found the solution. For this agreement, I would like to warmly thank the CEO of EYDAP and the Company’s executives. We continue the battle for the self-evident.”
For his part, the Deputy Mayor of Urban and Building Infrastructure and City Planning of the Municipality of Athens, Vassilis Axiotis, emphasized: “The citizen is not interested in the agency that has authority. He wants immediate service and resolution of his problems. We are logically putting order to an issue that has been troubling many people for a long time. Now all the issues related to sewage disposal go to EYDAP”.
Completing the CEO of EYDAP, Haris Sahinis, underlined: “At EYDAP we are on the side of the citizens and the local government, to provide solutions to chronic problems, based on health and safety, environmental protection and safeguarding the city’s resilience. We are happy that today we took another important step in this direction”.
The main points of the program
According to the program agreement signed between EYDAP and the Municipality of Athens:
The works for the construction of pipelines of the secondary sewage network, as well as the external branches, i.e. the individual connections of the properties in all areas of the Municipality of Athens, will proceed immediately. Pipelines with a total length of 43,600 m will be constructed in Athens and approximately 6,500 connections on roads where the secondary network will be created. The pipelines will be built based on the studies prepared by EYDAP SA.
EYDAP will seek funding from competent bodies or finance the projects from its own resources. In the case of financing the projects from the Company’s own resources, the cost of the construction of the dirt pipelines will be borne by the owners of the properties, in front of which the pipelines will be built through the charging of the connection right fee, as defined and calculated according to article 13 of the Sewerage Network Operation Regulation (KLDA).
The benefits for the Municipality of Athens
The new programming is expected to benefit the Municipality of Athens in the following ways:
The municipality is exempted from the process and the increased financial costs of the repeated auction of sewage pipeline construction projects and property connections to the sewerage system.
Millions of euros spent from own resources will be saved, which will be directed to other infrastructure projects such as flood protection projects. Sewage projects are remunerative, but the money returns to the municipality after a long period of time and not in full.
The staff of the Road Construction Directorate is exempted from special bureaucratic procedures for tendering and charging the projects. At the same time, employees are released, who can cover other needs of the Service.
