The salaries for the five categories of the allowance in detail – What applies to employees and hospitals and the Fire Brigade
It increases to 200 euros the maximum amount of the hazardous and unhealthy work allowance for those employed in the health sector, as well as for employees who belong to and serve in the Fire Brigade, while at the same time employee specialties are expanding who can receive this type of benefit.
The above is provided for in two Joint Ministerial Decisions (JMA), signed by the Deputy Minister of Finance, Mr. Thodoros Skylakakis, the Minister of Health, Mr. Athanassios Plevris and the Minister of Labor and Social Affairs, Mr. Kostis Hatzidakis. The MLA concerning the Fire Brigade is co-signed by the Minister of Climate Crisis and Civil Protection, Mr. Christos Stylianidis. The Decisions have retroactive effect from 1.1.2023.
The above decisions are part of the reform of the dangerous and unhealthy work allowance regime in the State. For the rest of the Ministries, corresponding Decisions for the categories of beneficiaries will follow in the next period of time.
With the regulations of the first KYA, an attempt is made to reform the regime for granting the allowance for dangerous and unhealthy work, which is paid to the employees of the Ministry of Health, who are included in the regulations of the uniform wage law.
The reform brings about an expansion in terms of the amount of the allowance paid, but also in terms of specialties, thus increasing the number of beneficiaries. In particular, the allowance is defined in five new categories, as follows:
a) Category A: €200 (from €150, which was valid until now)
b) B Category: €165 (from €105)
c) 3rd Category: €150 (from €70)
d) D’ Category: €105 (from €35)
e) Εth Category: €70 (from €30).
It is worth pointing out that the majority of hospital workers are classified in a higher category. A typical example is the nursing staff, who continue to be classified in the A’ category of the allowance, amounting to 200 euros, compared to 150 euros (a 33% increase).
At the same time, ambiguities regarding the payment of the allowance are alleviated for the technical staff of the hospitals and specific specialties of beneficiaries are identified, in which a higher allowance is now paid, from 70 euros to 150 euros (increase of 114% – specialties of technical staff included in the 3rd category ).
In addition, hospital employees of several specialties join as new beneficiaries, such as the following:

In addition, with the provisions of the present KYA, an attempt is made to expand the beneficiaries of the dangerous and unhealthy work allowance to workers of specific specialties, who are employed by legal entities supervised by the Ministry of Health, such as the following: National Blood Donation Center, OKANA & KETHEA, National Rehabilitation Center , Hellenic Mental Health and Research Center and Child Health Institute.
2nd KYA – Fire Brigade
With the regulations of the second KYA, an attempt is made to reform and rationalize the dangerous and unhealthy work allowance of the employees who belong to and serve in the Fire Brigade and fall under the regulations of the uniform wage law.
Until recently, the A’ category allowance (€150) was paid only to seasonal employees of the Fire Brigade, with a fixed-term private law employment relationship as a “driver” of fire trucks.
According to the provisions of this General Agreement, category A (€200) includes the employees who belong to and serve in the Fire Brigade as follows:
a) Seasonal employees of the Fire Brigade, with a fixed-term private law employment relationship, hired with the specialty of fire truck driver.
b) Seasonal employees of the Fire Department, with a fixed-term private law employment relationship, who were hired with the specialty of fire-fighting – rescue worker.
c) Firefighters with a Five-Year Obligation (P.PY), with a fixed-term employment relationship under public law for a five-year term, who were hired without a qualification and perform fire truck driver duties.
d) Firefighters with a Five-Year Obligation (P.PY), with a fixed-term employment relationship under public law for a five-year term, who were hired without a qualification and perform the duties of a combat firefighter.
It is estimated that for all four categories the number of beneficiaries amounts to approximately 5,000.
The reform is attempted on the basis of the findings of an Interministerial Committee, which was established with the main task of determining specific scientific criteria, related to the exposure of workers to a serious risk of damage to their health and the inclusion of specialties/sectors and workplaces in said criteria .
The permanent nature of the Committee guarantees the harmonized and uniform treatment of all branches/specialties in perpetuity, the building of know-how and experience in an inter-ministerial body with the participation of an independent body, so that the necessary adjustments, such as these, are feasible and tested each time they are dictated by changes in the institutional framework, the application of occupational risk prevention measures, scientific data, legislative regulations and the actual conditions of exercising the activities/competencies associated with the allowance.
