Council of Europe evaluation report: Steps forward against corruption, but also the need for additional measures by Greece

The progress that Greece has made in its prevention corruption Highlights the Council of Europe Group of States against Corruption (GRECO) in evaluation report for the country, however, calls for additional measures.

Among other things, the report cites the country’s progress in strengthening anti-corruption policy, in particular through the establishment of the National Transparency Authority. It also refers to the upgraded systems of internal control and disclosure of financial data, as necessary tools to prevent corruption among senior executives. The recent introduction of rules regulating lobbying is also a welcome development, although it has been noted that its effectiveness has not yet been tested.

The team GRECO asks additional measures to ensure the effective implementation of information access and public consultation requirements. In addition, it calls for more efforts to be promoted and raise awareness of ethics and integrity among senior executives. Furthermore, it recommends the development of a targeted policy against it corruption in Police and points out that priority areas should be the working conditions of police officers (in particular through the development of shift lists and overtime pay), gender mainstreaming, police control, rules of secondary activities and disciplinary procedures . Finally, it calls for an effective framework for protection of informants.

The implementation of the recommendations addressed to Greece will be evaluated by the GRECO team in 2023 through the compliance process.
