The 2021 census and redistricting

Based on the Constitution, a Presidential Decree must be issued that will determine the number of deputies elected by each district no later than one year after the last census.

Her 2021 census have started and are studying the party staffs while also waiting for the official data from the Ministry of the Interior on the changes that will occur in the distribution of seats due to the change in the population per electoral district. Why do parties readjust their strategy? More monohedral means you should to be given more weight in the election campaign of that particular district, as the battle is too easy to lose. And the candidates know they only have one chance to be elected. An increase in the seats in the Attica basin may require the recruitment of stronger names, as the number of voters is large, the neighborhoods are many and therefore their coverage and contact with the people requires a lot of time and a lot of people to run.

All of this will apply if the elections are held in the spring of 2023, as assured by the prime minister – and many times in fact – during his tour of Epirus yesterday. In the event of an electoral surprise, the polls will be set up based on the 2011 census, knowing that Athens A, the southern sector and Achaia will lose one seat due to the increase of regional deputies from 12 to 15 in order to represent expatriates.

This is considered to have been carried out in March 2022, therefore the Ministry of the Interior is obliged to have the final data by March 2023. The election directorate is waiting for the final results of ELSTAT until December in order to proceed with the calculation of the seats. It is possible that we will see several changes.

From a first and informal reading of the data the following emerges. Decreases in the general population (including minors) from 8.5% to 14.3% are shown by Kastoria (two seats), Kozani (five seats), Evros (four seats), Arkadia (three seats), Florina (two seats), Kilkis (three seats), Fthiotida (five seats) and Serres (six seats). Eastern Attica is not ruled out to elect one more member of parliament, as it recorded an increase of 2.8%. Western Attica is also strengthened by 2.4%. It is characteristic that, according to the data of ELSTAT, the Municipality of Athens shows a decrease in the permanent population. From 664,046 in 2011, they are at 637,798 today. The northern sector has an increase of 1.1%. The regional unit of Thessaloniki records a population decrease of 1.7%. The Piraeus regional unit counts 443,196 permanent residents with a drop of 1.3%. In Epirus Ioannina has the smallest decrease (4.7%) and in Thessaly Larissa by 5.3%. In Crete, only the regional unit of Lasithi recorded an increase of 0.7% and has reached a total of 75,900 inhabitants.
