“EYP manages a core of matter, which should definitely stay out of the public sphere. No one doubts that there can be public debates on issues related to national defense, the security of the state, sovereignty”.
Frame with two legs, so that is, for legal surveillance as much, however, and for illegal software, the government will pay, as the Minister of State promised George Gerapetritis, in an interview with the Real FM radio station. And speaking, in the same interview, about cooperation policies, he developed the way in which the New Democracy will move, in the event that self-reliance is not achieved. However, he also referred to the effects of monitoring the cell phone of the president of PASOK – Movement for Change. In any case, the most realistic scenario is “that New Democracy wins the elections with a strong percentage”, he added.
The interview began with the finding of the Minister of State, that “the National Intelligence Service manages a core of material, which should definitely stay out of the public sphere. No one doubts that there can be public debates on issues related to national defense, the security of the state, sovereignty”.
And, continuing with the legal issue, “the legislation is clear: it establishes a privacy framework that can be invoked by the Governor and EYP staff. It’s not up to me or the committee to decide that, it’s up to the people who invoke it and are bound by it.” In fact, he continued, this framework “is not set up to create a network of opacity and lack of accountability”, but is a framework for the protection of the country.
In conclusion, “currently, as the law is structured, privacy covers matters of national security. If any commander deems it – the law provides that this secrecy is for life and not for the time of service – he can invoke it.”
Asked about the effects of the case on political cooperation, the Minister of State acknowledged that “the climate that is created, it doesn’t help that they exist several alternative options in terms of next-day governance. And, for this reason, the issue of stability and the need to have a viable and strong government emerges much more because of the conditions that exist. However, this bridge (s.s. between ND and PASOK-Movement of Change) had already been broken long before the time when the question of monitoring Mr. Androulakis arose. Because the leader of KINAL-PASOK himself had come out publicly and had said that in no way would he accept a cooperation government in which Mr. Mitsotakis will be prime minister”, recalled G. Gerapetritis.
While in the journalistic observation that Nikos Androulakis had ruled out a cooperation government with Alexis Tsipras at the head, the Minister of State reacted by saying: “The Tsipras government is currently in the realm of fantasy, the most realistic scenario is, by any margin, in any percentage – this is reflected today, I don’t know how the correlations of political forces will be when we have the elections – for the New Democracy to win the elections with a strong percentage regardless of whether it reaches the percentage of the 2019 elections, it is not insignificant that the percentage fluctuates near there”.
When asked about the cooperation scenarios of the ruling party with the Greek Solution, he answered that “the script does not exist, the prime minister was very clear that we will claim self-reliance, we have confidence in the Greek people. The rationale is that we could indeed go into partnerships with related venues within the framework of parliamentary procedures. Fortunately we have a Constitution, which is quite detailed in the way we must follow. We respect the parliamentary institutions, the prime minister has proven it many times. It will go at the end of the four-year period, it will go with the current electoral law, we will respect all political institutions. If the electorate ranks us in a position of non-self-reliance, we will seek the cognate spaces on the basis of programmatic convergences. If these related areas do not want such cooperation, this is obviously not good for the country”, he clarified and added:
“I am always of the opinion that it is good to have alternative possibilities of strong governance for the country, but not convergences that are heterogeneous. We experienced the diverse convergences in the period 2015-19 and they were not pleasant at all. So, we are in favor of enlargements, in favor of collaborations, besides, our government itself is, if nothing else, the most pluralistic of the Post-colonial era. We will address, as we must do and as the prime minister has already done, this political invitation and we will expect this type of convergence. We will operate institutionally, but we will not go to places that are not completely related and do not have this type of programmatic planning”.
The interview closed with the double question of whether changes will be made to the legislative framework of the EYP’s operation and whether the government will request consents in this specific field. “It was also my position the previous two days in the Parliament, in the Standing Committee and in the Plenary yesterday, in a very long session. Proposals will be submitted, they have already been submitted, there was a more or less creative dialogue yesterday in the Parliament, especially from the side of KINAL to be completely honest. The official opposition moved in the known framework of exaggeration and in some cases, I think, the truth.”
And, in the “therefore”, “we will gather all the proposals that have already been submitted and that will be brought out by the examination committee, which we expect will be quite creative. I committed and commit that we will bring an overall two-pronged framework. One will be the strengthening of security measures regarding legal surveillance. In other words, the organizational issues of the EYP, the way in which a monitoring is activated, the access to the relevant data, the whole framework will be modernized. A second part is illegal software, which obviously has nothing to do with the government or the Greek State, it is a universal problem and unfortunately no country has managed to manage it. An attempt at a legislative initiative by the European Union is currently underway. We committed to go not only to a framework of regulation but, even more, to a very strict framework of universal prohibitions regarding the circulation, the trade of these softwares.
