All the initiatives that will take place in the near future are focused on “better service to the citizen”, “better public” with more “quality services”
THE “evaluation everywhere” is a key priority of the government, the Minister of the Interior clarified Niki Kerameosduring the discussion of program statements in the Parliament. All initiatives which will occur in the immediate future they focus on her “better citizen service”, “better public” with more “quality services”.
In more detail and according to what was stated by Mr. Kerameos:
– Accelerate the recruitment of regular staff in the ASEP public sector. There will be a new recruitment process in critical specialties, such as teachers and nurses, with the modernization of ASEP’s information systems and its reinforcement with human and material resources, with modern artificial intelligence tools that will anticipate the needs of the State.
– It’s being routed new and modernized system for selecting heads and administrations of public bodieswith performance contracts based on annual evaluation, achievement of targets and possibility of applying productivity bonuses. The administrations of public bodies will be terminated in case of unsatisfactory performance. The aim of all relevant actions is the right person in the right position for the best performance.
– In order to become more efficient, the public administration will proceed assessment and targetingthere will be new reward system (productivity bonus), expediting disciplinary justice. For the first time this year, the new evaluation system is implemented – goal setting, focusing on the continuous development and improvement of the necessary skills of employees and supervisors, to improve the goals of the organic group. It will start immediately certification process of Human Resource Development Consultantsa new institution which will act as a point of contact in the ministriesto the other public bodies, for the application of the evaluation to these bodies. The extension of the law, for targeting and evaluation, has been foreseen, in NPID, in SA of the State. “So evaluation, everywhere”as typically said by Niki Kerameos who informed the national delegation that there will be a new mechanism with citizen satisfaction indicatorsfor the services provided by the State.
– For civil servants, the commitment to increase salaries will be implemented, after 14 whole years. “There will be significant increases for all public servants, with an additional increase in child benefit and seniority allowance,” the home secretary said. Especially for those who serve in positions of responsibility, their role is considered catalytic for the operation of the public administration and they will be better paid.
– It is established permanently employee reward and motivation systemon the basis of achieving specific goals (productivity bonus).
– They are being routed training programs for civil servants, with the assistance of the National Center for Public Administration and Self-Government. At the same time, there will be a targeted program to strengthen the skills of 250,000 employees.
– Interventions for the faster delivery of disciplinary justicewith the system of a special unit in the Legal Council of the State, with the activation of a special electronic application.
– There will be a new contemporary process simplification framework, for the further reduction of bureaucracy and alternative ways of serving the citizen. The KEPs will be upgraded to key service delivery points that citizens “deserve”.
– There will be recording of all the responsibilities of the State bodiesfor their optimal performance.
– There will be news supervisory framework of local authorities, for the effective control of acts and omissions. It is planned to improve the project monitoring mechanism, by introducing performance indicators, by integrating data from different registers.
The interior minister said that these are the key priorities for a better State with more quality services.
Niki Kerameos also informed that there will be reinforcement of N. Greece through the Macedonia-Thrace Sector. This is how important infrastructure projects are launched in the region, as they have been reflected in the development plans of each region. These include over 360 projects for Eastern Macedonia and Thrace, over 30 major projects that will change the city of Thessaloniki, as well as over 380 projects for Western Macedonia.
For stray pets or pets who live in abusive conditions, the new institutional framework passed in 2021 and with basic principles “freedom from hunger and thirst, freedom from unnecessary suffering and strain, freedom from pain, from fear, freedom from normal behavior, with suitable living conditions”. On the basis of these principles, municipalities will be subsidized for municipal veterinary clinics and there will be informational and educational programs to promote the well-being of companion animals.
There will also be digitization of DG Citizenshipwith a new information system that will include a digital applicant’s file and with interoperability with all of the State’s information bases.
Finally, the activation and operation of the public database for the overall registration of all Civil Society organizations that receive state funding is on track, and there will be a framework for transparency and sound financial management. In collaboration with the Ministry of Labor, the implementation of the ERGANI system to accept voluntary workwithout financial compensation, for the provision of insurance coverage.
