The “National Codification Portal/Integrated regulatory process platform through Evaluation and updating of standards of good legislation and law-making and regulatory process” was presented a few days ago by the Ministry of Digital Governance, in collaboration with the General Secretariat of Legal and Parliamentary Affairs of the Presidency of the government.
The project, which is implemented within the operational program “Public Sector Reform” (NSPR 2014-2020), constitutes the electronic system of good legislation, for the formation of principles and means for improving the quality of regulations and their production processes. For the design of the system, the standards of good legislation have been taken into account, as developed in the law 4622/2019 on the staff state and in the manuals of good legislation of the General Secretariat of Legal and Parliamentary Affairs of the Presidency of the Government. At the same time, the National Codification Portal is the electronic hub of legislation and codifications (legislative and administrative). It follows international standards, harmonizes with the tools and thematics of the European Union, while at the same time developing modules that cover the specialized needs of Greek legislation.
As stated by Minister of Digital Governance, Dimitris Papastergiou “The “National Codification Portal-Raptarchis” is a well-structured technological project with significant added value in the digital upgrading of law-making legislation, which I believe will work flawlessly under the supervision of the general secretary of Legal and Parliamentary Affairs, Stelios Koutnatzis. It is very important that citizens, businesses and all public bodies will have direct and free electronic access to the updated and codified national, legislative and regulatory texts. Undoubtedly, Codification of legislation is a great challenge for any modern privileged state. It contributes catalytically to the strengthening of its orderly operation and is a prerequisite for the success of any development effort”.
Objectives of the National Coding Portal
The main objective of the National Portal is to provide citizens, the legal world of the country, and third parties, who are recipients of legal information, direct and free access to all legislative and regulatory texts, as they apply each time. For this purpose, it follows international standards, harmonizes with the tools and thematics of the European Union, while at the same time developing modules that cover the specialized needs of Greek legislation. The National Codification Portal gathers all the information referring to the principles, standards and procedures for simplification, codification, reform of the law and evaluation of the results of implementation of the regulations, with the aim of supporting policies to strengthen internal coherence of law, improving the quality of legislative and regulatory arrangements as well as their production processes and their systematic inclusion in sets of legal rules.
In practice, the provision of immediate and valid information on legislation to citizens is achieved, without any cost, the improvement of the quality of legislative and regulatory regulations and their production processes, the systematic integration of regulations into sets of legal rules
What does the National Coding Portal cover?
In particular, for the law-making process, including legislative codification, the National Codification Portal is a single standardized electronic tool for the regulatory process based on the principles and standards of good lawmaking, as developed in Law 4622/2019 on the executive state and in the manuals of good legislation of the General Secretariat of Legal and Parliamentary Affairs. Through the platform, the principles and means for improving the quality of the regulations and their production processes are formed, with the aim of their gradual standardization. The platform is a tool for developing a single methodology for the administrative codification of legislation as well as for highlighting a single basis for Greek law-making with thematic organization.
