Likewise, the Court’s rejection of the request is clearly worded and easily understood.”

He also notes that the fact that Freddy Belleri remains the elected mayor of Heimarra until the conclusion of the trial and that only the formal decision will determine his ability to take the oath in case of innocence, or his inability to continue as mayor in case of guilt, is also clearly stated and easily understood.

Furthermore, the Albanian prime minister points out that the “court reference to the deadlock caused by the temporary continuation of the duties of the defeated candidate, while the elected mayor remains in custody and the previous mayor does not have the legitimacy to lead the municipality in the absence of the winner, underlines clearly the need to resolve this deadlock by terminating the term of office of the defeated candidate, based on the best European practices to ensure public services in the Municipality of Heimarra”.

Ultimately, according to Edi Rama, the court’s reasoned decision is an unequivocal legal confirmation of the “Beleri case” as a matter of justice and not political or in any way related to central government authorities. In addition, it underlines that the rationale of this decision creates a positive condition for dealing with the above-mentioned impasse.
