After weeks of waiting, Volodymyr Zelensky presented on Wednesday in his country’s parliament the so-called “Victory Plan” against Russia, about which he has informed the leaders of the US, Germany, France, Britain and Italy. As noted by the president of Ukraine, the plan consists of five points and three secret annexes. “Point one is geopolitical. Points two and three are military. Point four is financial. Point five of the winning plan is safety. Points are timed. The first four are for the duration of the war to end it. The fifth point concerns the period after the war to guarantee security. The first point is an invitation to NATO, now” underlined the president of Ukraine.

Greater NATO involvement

Essentially, the plan focuses mainly on military actions and calls for more active NATO participation and greater military assistance. He speaks openly of transferring the battlefield to Russian territory. “So the Russians will really feel what war means and despite Russian propaganda begin to turn their hatred towards the Kremlin. We are not naive. Ukraine does not believe that most Russians will realize the depth of Russia’s moral decline. But they must feel the fall of the Russian army. And this will be a defeat for their ideology of war,” Zelensky argues.

The West also wants Russia at the table

At the same time, however, in many Western capitals there is open talk of a negotiation with Russia on the table, but without this at the expense of Kiev, as Chancellor Olaf Solz clarified on Wednesday in Berlin, who is hosting Joe Biden tonight. But also the new Secretary General of NATO, Mark Rutte, explained that despite the support for Kiev, the plan cannot be accepted in its entirety.

However, Volodymyr Zelensky does not show such a mood and presents the war experience of his compatriots as a chapter for the West, even proposing something at least original for the next day.

“If the partners agree, we envision replacing some military units of the US armed forces stationed in Europe with Ukrainian units. After the war.” It is unknown whether this willingness could be attractive to the US itself.

“Ephemeral ideas” says Moscow

From Moscow, however, the answer came from Dmitri Peskov, the representative of the Kremlin, and it was categorical in relation to the plan, which he described as ephemeral and incapable of bringing peace.

“But there could be another plan, which could indeed be a peace plan, if the Kiev regime realizes that its policy has no prospects. If he understands the reasons that led to the ongoing conflict in Ukraine.”

What is certain is that we have entered a period of mobility for the Ukrainian language. Maybe tomorrow after the Biden-Sholz talks, the landscape will start to clear up a bit.
