Important issues related to the implementation of the incentives of the new building regulation (NOK), in compliance with the decisions of the plenary session of the Council of State (CoE), are resolved in the amendment of the Ministry of Environment and Energy, which was tabled late last night in Parliament.

According to the proposed arrangements, building permits with a proven launch of work by December 11, 2024, are considered protected.

On the contrary, building permits whose work has not begun until December 11th are mandatory, according to the new legal framework.

At the same time, the measure of the environmental equivalent for building permits has been introduced in which the NOK incentives have been used, which are canceled by a court order or have been affected by an application for annulment to prevent the creation of unfinished buildings in the urban and suburban tissue.
