The two candidates who are ahead in the polls in the race for president have vacant proposals for the sport. The promises of the other nine include a program to encourage martial arts, recreation of the Ministry of Sport and nationalization of the CBF.
THE Sheet analyzed the documents submitted by candidates to the TSE (Superior Electoral Court) detailing their government plans. Those who did not mention the topic were questioned by the report.
Of the 12 candidates for the Presidency, Ciro Gomes (PDT), Felipe D’Avila (NOVO), Léo Péricles (UP), Sofia Manzano (PCB) and Vera (PSTU) did not mention sport in their proposals.
After questioning the report, Vera did not respond.
Leader in the latest Datafolha poll (45%), released on Thursday (1st), former president Luiz Inácio Lula da Silva (PT) cites the need for “democratization and decentralization of access to sport” because the modalities “promote development, combat violence and build citizenship”.
It also says that the “protagonism of athletes and the strengthening of public and transparent management of the sports system” will be encouraged, but does not go into details.
Second place (32%) and candidate for reelection, President Jair Bolsonaro (PL) has only, as concrete proposals, the regulation of the work of physical education professionals, the approval of the National Sports Plan and the strengthening of the National Sports System. .
He comments on the desire to “spread parasports”, but also without explaining how.
“The first task will be to re-establish the Ministry of Sport. When the government [Bolsonaro] extinguished the ministry, devalued it and made the sports agenda invisibility”, says Aldo Rebelo, candidate for the Senate in São Paulo by the PDT and designated by the campaign to talk about Ciro Gomes’ proposals.
According to Rebelo, Gomes, third place in Datafolha (9%), will also increase the budget for the sport and give new impetus to the medal and podium scholarship programs. It also wants to value student games.
Another candidate who defends the recreation of the Ministry of Sport is Pablo Marçal, from the Pros (1%). He promises to expand credit to the sport with the aim of training high-performance athletes. His candidacy is still sub judice.
The Ministry of Sport was extinguished in 2019, and its attributions were transferred to the Ministry of Citizenship. The issue was transferred to the Special Secretariat for Sport.
With 5% in Datafolha, Simone Tebet, from the MDB, presented a plan in which she stated her intention to “encourage and strengthen sports incentive policies” as a form of social inclusion. She also wants to integrate the resources of high-performance sport with the training of athletes, but does not go into details.
Felipe D’Avila (1%), from NOVO, says that sport is a subject that should be dealt with “primarily” by state and municipal governments.
“The federal government only has a program to support high-performance Olympic sport. I support the return of school competitions, which from an early age provided young people with a sense of competition and discipline linked to sport”, says D’Avila, through your advice.
The candidate also advocates a new governance model for football clubs inspired by European clubs. He was the only one who mentioned this topic.
Brazilian football is in a phase of discussion regarding the creation of the club league, with disagreements about the division of money between the clubs. The approval of the SAF Law, which allows teams to become corporations, opened a new flank for the search for money with partners willing to invest in the sport. Traditional clubs, such as Botafogo and Cruzeiro, joined.
In the Olympic sports scenario, last year Brazil obtained the best result in its history at the Tokyo Games, with 21 medals. Of the 302 athletes in the Brazilian delegation at the Olympics, 242 received funds from the Bolsa Atleta, which was readjusted this year to amounts ranging from R$570 to R$21,000 per month.
Only Soraya Thronicke (1%), from União Brasil, delivered to the TSE a plan that has a specific chapter for the sport. She defends the promotion of the practice of martial arts in Brazil from childhood to old age.
Among its other projects are the creation of a registration of sports technicians so that their professional development can be monitored and the reduction of the tax burden on the entire line of supplies used in sports.
Léo Péricles (0%), from the UP, proposes the valorization of the physical education professional, the creation of regional centers, the strengthening of the Indigenous Games and more resources for the sport.
“Most public schools in Brazil do not have swimming pools. Anyone who wants to do swimming, which is a very important sport for the development of a person, has to look for gyms or clubs”, he emphasizes.
Eymael (0%), from DC, wants to universalize access to amateur sport through a plan called “pro-amateur”.
Sofia Manzano’s proposals (0%), from the PCB, go through the nationalization of CBF (Brazilian Football Confederation), COB (Brazilian Olympic Committee) and CPB (Brazilian Paralympic Committee), “with management that contemplates popular participation, from the athletes and clubs entities”.
“Resources will be expanded with the incentive of full-time school, of which physical activities should be part of the curriculum”, defends the candidate.
