Russia Summit: Stop ‘blockade’ on Ukrainian food, affect food security

The European Council Strongly condemns destruction and misappropriation by Russia of agricultural production in Ukraine refers to the conclusions of the Food Security Summit.

At the same time, it is pointed out that Russia’s aggressive war against Ukraine is immediate impact on global food security and the affordability of food and the European Council calls on Russia to end its attacks on transport infrastructure in Ukraine, lift the blockade of Ukrainian Black Sea ports and allow food exports, in particular from Odessa.

The conclusions also state that the European Union takes active measures to facilitate Ukraine’s agricultural exports and to support the country’s agricultural sector. In this context, the European Council calls on the Member States to speed up the work on the “Solidarity Lines” proposed by the Commission and to facilitate food chains from Ukraine through different EU land routes and ports.

The European Council calls for effective international coordination to ensure a comprehensive global response to food security and welcomes the Food and Agriculture Mission (FARM) Mission based on three pillars: trade, solidarity and production, aimed at mitigating the effects on levels production, access and supply of cereals. It also supports the UN Global Crisis Management Team, the forthcoming G7 initiative to establish a Global Alliance for Food Security (GAFS) and other Community and multilateral actions and initiatives.

European Council Reiterates Commitment to Maintaining World Food Trade without unjustified trade barriers, strengthening solidarity with the most vulnerable countries and increasing local sustainable food production to reduce structural dependence. The European Council calls on the Commission to explore the possibility of mobilizing reserves from the European Development Fund to support the most affected partner countries. It then underlined the importance of the Common Agricultural Policy (CAP) in the EU’s contribution to food security and called for the rapid adoption of the CAP Strategic Plan. Due to the continuing shortages of fertilizers on the world market, the European Council is calling for more coordinated efforts to work with international partners to promote more efficient use of fertilizers as well as alternatives.
