A man opened fire on a Citizens’ Service Center in the southeast of the Russian capital, killing two civilians and injuring four others, including a child, and the perpetrator was arrested, TASS reported, citing police sources.

“According to the first information, after a dispute that arose when the guard asked the man who entered the center to put on his mask, he pulled out a gun and started firing,” said a source in the agency.

Moscow Mayor Sergei Sobyanin confirmed on his social media account VKontakte the incident and that the perpetrator had been arrested.

An employee of the citizens’ service center and a citizen-visitor were killed by the perpetrator’s fires.

Among the four injured, according to eyewitnesses, are two women, a man and a 10-year-old girl. The injured are currently in the operating room.

The Interior Ministry announced that the perpetrator had been arrested. “In Moscow, an employee of the immigration directorate arrested the perpetrator who opened fire on the premises of the Citizens’ Service Center,” said Interior Ministry spokeswoman Irina Volk, noting that the perpetrator was “a 45-year-old Muscovite.” A murder investigation has been launched.

The detainee is in a state of confusion, in a paranoid state, according to TASS, citing a police source.

The detainee is a resident of Moscow and a former soldier. According to the first information, he used an air weapon that he had turned into a cannon with real bullets. “Neighbors said he was a mentally ill man,” a source told TASS, while another source said the man, Sergei Glazov, had fired a standard weapon.
